Abstract: This paper presents one company’s approach to improve project performance by establishing a Project Management Center of Excellence (PMCoE) whose mission is to establish a consistent and scalable process leveraging best practices; to engage the project management community to focus on the pursuit of project excellence, knowledge sharing and skills development; and to provide the training, tools and oversight to enhance project performance.

The PMCoE developed an enterprise project management governance framework which is based on the AACE® International Total Cost Management, Recommended Practices, and the Project Management Institute’s (PMI©) Project Management Body of Knowledge (PMBOK®). Developing a framework of requirements to encompass all types of projects for the company’s diverse project portfolio allows the enterprise to maintain consistency. The framework was also designed to flow down to department specific implementation standards in order for all sizes of projects to be flexible. This paper will focus on the project ranking process, hold points and authorizations, and the integration of cost estimates and schedules as project scope matures along its life cycle.
