(TCM-2112) An Owner’s Approach to Total Cost Management on Superfund Closures

Abstract: Environmental remediation programs are of strategic concern to owner organizations. These programs can be as costly as major capital projects, and their duration can span decades. The approach presented in this paper views remediation from an asset point of view, using a program management methodology to plan for, build, and operate a remedial asset. To illustrate this approach, a phase-gate model will be presented for managing remediation programs regulated under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The approach is specifically tailored to an owner’s perspective, with the Total Cost Management Framework mapped to each of the program phases.
