Course Description:
The third of five modules, this course will review the updated Supreme Court Standards and Requirements for Electronic Filing the Record on Appeal including appropriate Supreme Court Rules, discuss the impact of new Impounded and Secured Record sections, identify requirements for exhibits that have not been admitted, and provide information on best practices for submitting the record on appeal.

Learning Objectives:
As a result of this course, participants will be able to:
1.Recognize the Illinois Supreme Court Standards and Requirements for Electronic
Filing the Record on Appeal.
2. Interpret the changes to the current Standards, which take effect January 1, 2021.
3. Apply methods of proper preparation of the record on appeal in compliance with the
Standards.

Hon. Carla Bender, Clerk of the Illinois Appellate Court, Fourth Appellate District

Carla Bender was born in Lincoln, Illinois. She earned her Bachelor of Arts degree in Legal Studies and Master of Arts in Communication from the University of Illinois. Prior to being elected Clerk of the Circuit Court in Logan County in 1992, she was a Probation officer and later a Field Coordinator in the Probation Division of the Administrative Office of Illinois Courts. Ms. Bender served four terms as Circuit Court Clerk in Logan County until she was appointed Clerk of the Fourth District Appellate Court during the first year of her fifth term in 2009. She and her husband have two children.

Hon. John (Jack) Flood, Clerk of the Illinois Appellate Court, Fifth Appellate District

After graduating from law school in 1978, John Flood was in private practice for six years before joining the Fifth District Appellate Court in 1984, where he served as a staff attorney for 25 years. In July 2009, he was appointed Clerk of the Court.

In addition to serving as the Clerk of the fifth district appellate court, Jack was appointed by the Supreme Court of Illinois as the inaugural Chair of the Supreme Court of Illinois Judicial College Committee on Judicial Branch Staff Education, effective July 1, 2017 - June 30, 2020.
Hon. Matthew Butler, Clerk of the Illinois Appellate Court, Third Appellate District

Matthew G. Butler was appointed Clerk of the Court in June 2020. Prior to his appointment, he served the Court as the Director of Research and as judicial clerk to the Honorable Mary W. McDade.

Matthew began his legal career at Legal Aid Chicago as an AmeriCorps attorney representing survivors of domestic violence. He obtained his law degree from the UIC John Marshall Law School.
Hon. Jeff Kaplan, Clerk of the Illinois Appellate Court, Second Appellate District

Jeffrey H. Kaplan obtained his bachelor’s degree with distinction at the University of Michigan and his law degree with high honors at George Washington University. After practicing law at Legal Services of South Central Michigan, he joined the Second District Appellate Court.

Jeff has served the court as a research staff attorney, a judicial clerk, and the director of research. In 2020, he was appointed Clerk of the Appellate Court.
