Course Description
On February 22, 2021, Illinois Governor JB Pritzker signed House Bill 3653 Senate Amendment 2 into law as Public Act 101-0652 – dubbed the SAFE-T Act (Safety, Accountability, Fairness and Equity – Today), which will go into effect July 1, 2021. This will be the second course in a series that will discuss how the Criminal Justice Reform Bill impacts many aspects of the criminal justice system including policing, pretrial court processes and sentencing and prison policies.

Learning Objective(s):
As a result of this course, participants will be able to:

Summarize the high-level changes brought about by the SAFE-T Act.
Identify major provisions that go into effect July 1, 2021, including provisions related to drivers' license suspensions, specialty courts, sentencing credits, mandatory minimums, and more.

Hon. Patrick Coughlin, Circuit Judge, Cook County

Judge Patrick Coughlin was elected to the bench in 2014 from the 15th Judicial Sub-circuit of Cook County. He is currently assigned to a felony courtroom in the Markham Courthouse.

Prior to becoming a judge, Patrick Coughlin was an Assistant State’s Attorney at the Cook County State’s Attorney’s Office for 18 years where he held supervisory positions within the Narcotics Bureau as Supervisor of the Complex Narcotics Unit and as Deputy Bureau Chief of the Narcotics Division.

Judge Coughlin is a graduate of Loyola University of Chicago (‘91) and received his Juris Doctorate from DePaul College of Law (’96).
Hon. Mark L. Levitt, Circuit Judge, 19th Judicial Circuit

Judge Mark Levitt is a Circuit Court Judge for the 19th Judicial Circuit in Lake County. Prior to his election, he was an Assistant Public Defender in Cook County for 20 years, where he tried hundreds of complex cases before judges and juries, and served as lead counsel in capital cases, including the Brown's Chicken trial. Judge Levitt earned both his undergraduate and law degrees at the University of Illinois in Urbana-Champaign, where he met his wife, Catherine. They are now the proud parents of four children.
Hon. Bradley T. Paisley, 4th Judicial Circuit

Judge Paisley shares his name with a famous country singer. However, Judge Paisley cannot sing . . . . AT ALL. Instead, he hails from Christian County in the 4^th Circuit and lives in Taylorville (think Ron Spears for those of you living north of I-80) where he presides over criminal, traffic, juvenile and problem solving court dockets.

Judge Paisley has served as an Associate Judge since 2007, and before that served as Christian County State’s Attorney. Judge Paisley graduated with honors from the University of Illinois and St. Louis University School of Law.

Judge Paisley is married to Karin, his high school sweetheart, and they are the parents of three children.
Hon. Michele M. Pitman, Associate Judge, Cook County

Judge Pitman was appointed as an Associate Judge of the Circuit Court of Cook County in June of 2001. Judge Pitman is currently assigned to the Sixth Municipal District in Markham, IL where she is the supervising Felony Judge and presides over a felony trial courtroom. Judge Pitman has heard felony cases since 2005 and has therefore presided over hundreds of felony bench and jury trials. Judge Pitman has had a variety of assignments within the judiciary such as Misdemeanor, Traffic, Domestic Violence Court and Juvenile Child Protection.

Prior to becoming an Associate Judge, she was an Assistant State’s Attorney in the Cook County State’s Attorney’s office. Judge Pitman has taught Judicial Education at the Illinois Judicial Education Conferences and currently teaches Cook County and Statewide New Judges’ School.
