Course Description:

This course, developed collaboratively by the AOIC Office of Statewide Pretrial Services, the Supreme Court Pretrial Practices Implementation Task Force and the Supreme Court of Illinois Judicial College Committees on Judicial Education, Circuit Court Clerk Education, GAL Education, Probation Education, Trial Court Administrator Education, will provide an overview and introduction to the new AOIC Office of Statewide Pretrial Services tasked with the development and enforcement of all pretrial standards throughout Illinois in support of the implementation of the Criminal Justice Reform Act (SAFE-T Act).

Credit Hours: 1.5

    The Illinois Supreme Court has named Judge Cara LeFevour Smith as the Director to lead the new operational structure for statewide pretrial services in adult criminal proceedings.

    Judge LeFevour Smith has served as a Cook County Circuit Judge since 2019, starting in the First Municipal District and then in the Juvenile Justice Division. She served as chief policy advisor to Cook County Sheriff Tom Dart before joining the bench.

    The Honorable Robbin J. Stuckert retired after serving 20 years as a judge in the 16th and 23rd Judicial Circuits. Judge Stuckert Chaired the Illinois Supreme Court's Pretrial Implementation Task Force and previously served as Chair of the Illinois Supreme Court Commission on Pretrial Practices. She was awarded the 2021 National Association of Pretrial Services Agencies (NAPSA) Charles W. Daniels Judicial Leadership Award.

    Judge Stuckert was appointed Associate Judge for the Sixteenth Judicial Circuit in 2001 and was appointed Circuit Judge for the Sixteenth Judicial Circuit by the Illinois Supreme Court in 2003 and elected as a Circuit Judge in 2004. She was elected and served as Chief Judge of the Twenty-Third Judicial Circuit for a three-year term in 2015. While serving as a Judge in Dekalb County, Illinois, she presided over felony cases, Problem Solving Courts, and Bond Court.

    During her tenure as an Illinois Judge, she was a member of the Illinois Judicial College, served as Chair of the Illinois Judicial Bench Books Editorial Board, and served as faculty for judicial training on evidence-­based pretrial practices.

    Judge Stuckert received her B.A. degree from Northern Illinois University in 1987 and her J.D. degree from Northern Illinois University Law School in 1990. 

  • Wendy Venvertloth, Deputy Director, Office of Statewide Pretrial Services, AOIC

    Wendy Venvertloh earned her Bachelor of Arts Degree in Psychology with a Minor in German from Washington University in St. Louis in 1998 and completed her Master’s Degree in Management and Leadership through Western Governor’s University in 2016.

    Wendy began her career in the mental health field prior to accepting a position as an adult Probation Officer in Adams County, Illinois in 1999. She remained an adult Probation Officer until September 2015 when she was promoted to Director of Court Services in Adams County. During her time as Director, she oversaw the implementation and operations of the county’s Pretrial Services, Mental Health Court, RISE Probation and Juvenile Detention Cognitive Behavioral programming.  She has experience managing Pretrial Services, Adult and Juvenile Probation and Juvenile Detention.

    Wendy was an inaugural member of the Illinois Supreme Court Judicial College Committee on Probation Education and still serves as a liaison to that group. She also served as the Co-Chair of the Legislative Committee of the Illinois Probation and Court Services Association. In 2018, she was honored by the Illinois Probation and Court Services Association with the S. William Ettinger Award for Service.

    In July 2020, she left Adams County and joined the Administrative Office of the Illinois Courts as the Pretrial Services Administrator. In August 2021, she was promoted to Deputy Director of the newly created Office of Statewide Pretrial Services of the Administrative Office of the Illinois Courts.
