Description

Course Description: This course will overview the Interstate Compact for Juveniles (ICJ) and the Interstate Compact on the Placement of Children (ICPC) and applicable statutes governing the movement of juvenile offenders and the placement of youth in care across state lines, and the mechanisms, authority, and implications when Compacts intersect. The course will include a discussion of the roles and responsibilities of juvenile court stakeholders in cases involving the ICJ and ICPC.

As a result of this course, participants will be able to:

Explain the purpose and authority of both the Interstate Compact for Juveniles and the Interstate Compact on the Placement of Children
Identify the obligation of court personnel, caseworkers, and the courts when judicial decisions intersect with cases involving either or both compacts
Identify the resources that are available when cases involving either or both compacts arise
Describe the role of the Administrative Office of the Illinois Courts Interstate Compact Unit and the DCFS Interstate Compact on the Placement of Children Unit

Erica Cabrera, Deputy Compact Administrator, Illinois Department of Children & Family Services

Erica Cabrera has worked in Child Welfare for 22 years her entire career with Illinois Department of Children and Family Services. Starting in 2000 as a Child and Family Intern and moving to a Child Welfare Foster Care Caseworker, Supervisor, Agency Performance Supervisor, Permanency Task Force Administrator and now Deputy Compact Administrator for Interstate Compact on Placement of Children representing Illinois. Erica earned her Bachelor of Science in Social Work from Illinois State University in 1999 and Masters of Social Work from Aurora University in 2003. Erica earned her Type 73 Illinois School Social Work certificate in 2006. Erica lives with her husband Michael and three sons who all enjoy playing school and club volleyball. Erica states the best part of her job is maintaining children’s connections with their biological families.
Jamie Friye, AOIC, Courts, Children & Families Division, Child Welfare Attorney

Jamie Friye is the Child Welfare Attorney for the Courts, Children & Families Division at the Administrative Office of the Illinois Courts (AOIC) and has been in this role since August 2021. Prior to joining the AOIC, she served as an Assistant State’s Attorney in Adams County, Illinois. She was sole prosecutor over Juvenile Abuse & Neglect and Delinquency Court. She was also a founding member of the Adams County Mental Health Court and served as lead prosecutor for that court from 2017 to 2021. She has also served in the role of Supervisory Regional Counsel at the Illinois Department of Children and Family Services, providing representation for the Department and appearing in court on its behalf as a Special Assistant Attorney General. Ms. Friye is a 2006 graduate of Loyola University Chicago School of Law. She serves on various committees within the AOIC and is a board member at Connect Child and Family Services and Cheerful Home Daycare. She is an active member of St. Francis Solanus Church and is the rising chairwoman of the Pastoral Council. She lives in Quincy, Illinois with her husband and her two children. jfriye@illinoiscourts.gov
Holly Kassube, Deputy Compact Administrator, AOIC

Holly Kassube began working with Interstate Compact cases for Illinois Probation in 2008. In 2012, she was appointed Deputy Compact Administrator (DCA) at the Administrative Office of the Illinois Courts (AOIC). The Interstate Compact Unit at the AOIC supervises the transfer of nearly 6,000 adult and over 500 juvenile compact cases a year.

As the DCA, Holly oversees the application and compliance of the rules of the Interstate Compact for Adult Offender Supervision (ICAOS) and the Interstate Compact on Juveniles (ICJ) for Illinois probation. She collaborates and maintains cooperative relationships with other state Compact Administrators, as well as national administrators, to problem solve and manage interstate compact matters. She develops and delivers training for court stakeholders and probation departments across the state on the adult and juvenile interstate rules and the use of the coordinating federal data systems.

Holly currently serves as on the Training Committee and Technology Committee for the ICJ and on the Training Committee for ICAOS.
Honorable Amy Maher, Circuit Judge, 3rd Circuit

Hon. Amy Maher was elected as a Circuit Judge for the Third Judicial Circuit (Madison and Bond Counties) in November of 2020. She currently presides over the Juvenile Court in Madison County. From 1989 to 2012, she was an Assistant State’s Attorney in Madison County, working for most of that time in Juvenile Court. From 2013 through 2020 she worked for Catholic Charities for the Diocese of Springfield in Illinois. She started the new Catholic Charities Legal Services Program and then moved into the position of Director of Operations, where she supervised the various social service programs offered by the agency, including the Intact Family Services Program. amaher@co.madison.il.us
Nancy Reeves, Residential Interstate Compact Coordinator, Illinois Department of Family & Children Services

Nancy Reeves currently serves as the Residential Interstate Compact Coordinator for the State of Illinois Department of Children and Family Services. She began her career in child welfare working for a residential group home, Attention Homes for Youth, as a case manager, in 1993. She then worked as a counselor for Lutheran Child and Family Services for several years before taking a position at the Illinois Department of Children and Family Services as a caseworker. In addition to working as a caseworker, she has worked in a variety of positions with the Illinois Department of Children and Family Services including child protection investigator, hotline call floor worker, social service program planner IV in Health Services, and a residential monitor in Central Illinois. In between the various positions with the Department of Children and Family Services, Nancy also spent approximately ten years working for the Illinois State Police as a criminal intelligence analyst. Nancy has two Bachelor’s degrees, Psychology and French, from the University of Arkansas and a Master’s Degree in Social Work from the University of Illinois Champaign-Urbana. Nancy also holds a Type 73 school social work teaching certification and is a Licensed Clinical Social Worker. Nancy believes the best part of her job is when children receive the needed treatment and services resulting in successful outcomes.
