Course Description:  Court Administrators and Probation Managers need to ensure they are following employment and labor laws when dealing with employees or labor negotiations. This course will teach the essential employment laws relative to the Judicial Branch.

Special Note: A similar presentation was delivered to the Conference of Chief Judges in 2022 and will be open to new and existing Chief Judges since the course will only be presented live and not recorded. Please note while Chief Judges may participate, especially new Chief Judges, the course was initially designed for non-Judge court personnel.

  • Differentiate federal and state discrimination and harassment protected class categories
  • Identify employee rights and protections
  • Discuss the interactive process when dealing with ADA accommodations

  • Michelle J. Courier, Senior Labor/Employment Attorney, AOIC

    Michelle Courier is a Senior Labor/Employment Attorney for the AOIC and brings twenty-four years of legal experience with over nineteen years representing county and state public employers. She provides assistance to judicial branch employers with labor relations, collective bargaining, and employment law compliance.

    Ms. Courier’s experience includes representing both small and larger counties. Prior to serving the AOIC, Ms. Courier served McHenry County State’s Attorney as its Chief and Deputy Chief of the Civil Division. She was the chief negotiator for the County of McHenry for collective bargaining and was responsible for advising on labor, employment, and human resource issues for the County of McHenry with its approximately 1200 employees and ten bargaining units. Ms. Courier also served Boone County as its elected State’s Attorney for eight years.

    She graduated Cum Laude and earned her Bachelor of Arts from the University of Illinois and graduated Cum Laude and earned her Juris Doctor from Northern Illinois University College of Law.

    Trial Court Administrator for the Eleventh Judicial Circuit. Court Administrator since 1996, previous employment with the State of Minnesota Judicial Branch (9th Judicial District Court) and Social Security Administration.

  • James S. Shovlin, Labor/Employment Attorney, AOIC

    Jim, an attorney in the Court Services Division of the Administrative Office of the Illinois Courts, Springfield office, works with Judicial Branch Administrators to develop and implement policy, interpret and negotiate collective bargaining agreements, and resolve conflict.

    Prior to joining the AOIC, Jim served as the Assistant Business Manager and in-house Counsel for the Laborers' International Union of North America, Local 773. There, Jim administered over 160 different labor agreements covering nearly 5,000 public and private sector employees in both Illinois and Missouri. He routinely led contract negotiations, participated in mediations, and litigated grievance and interest arbitrations and unfair labor practice charges. His breadth of experience exposed him to the rules, regulations, and proceedings of the Equal Employment Opportunity Commission, National Labor Relations Board, Illinois Labor Relations Board, Illinois Educational Labor Relations Board, Illinois' University Civil Service Merit Board, Illinois Department of Human Rights, and Missouri's State Board of Mediation.

    Jim is a United States Navy Veteran, earned J.D. and B.S. in Accounting degrees from Southern Illinois University Carbondale, and has written several articles for the Illinois State Bar Association's Section on Labor and Employment Law.

    Jim currently resides in Springfield, Illinois with his wife (Lana), daughters (Grace & Cecilia), and son (Leo). He enjoys tennis and cycling when possible.
