In cooperation with the American Planning Association, the Association of State Floodplain Managers presents the September 2021 Planning Information Exchange webinar. PIE is a free quarterly webinar series focusing on tools, best practices, and strategies on the role of hazard mitigation planning and its connections with other community planning and hazard risk reduction initiatives.

Climate change and sea-level rise fundamentally alter the risks of flooding, necessitating correlative changes in how we think about and implement planning & policy to avoid flood risk. Past is no longer prologue to the future. This presentation will begin with some of the global-scale implications of physical changes occurring today and draw out overarching legal, policy, and social implications. This will be followed by a deeper dive into specifics of planning and law, including discussion of the No Adverse Impact approach to floodplain management. The presenters will conclude with lessons learned, including some tentative lessons emerging from the on-going ASFPM project of the presenters to build upon historical flooding legal resources in developing the No Adverse Impact Legal Guide.

Learning objectives
  • Attendees of this webinar will: (1) understand local government tradeoffs and perspectives with regard to sea level rise (2) learn about the legal liability for infrastructure and (3) be provided with information regarding the limits of the zoning and land use control actions communities can take.
