Emily Donahoe
Emily Donahoe is a Policy Specialist for Resilient Coasts and Floodplains at National Wildlife Federation where they lead policy research and development related to floodplain and coastal resilience, disaster and hazard risk reduction, natural infrastructure implementation, and marine conservation. Emily has an interdisciplinary background and received a J.D. from The George Washington University Law School in May 2021, where they focused on the intersection of land use law, housing policy, and environmental justice within the context of climate change adaptation and disaster resilience. Emily’s experience includes working for a wide variety of organizations spanning the private and public sectors, including The Concourse Group as an Emergency Management Research Analyst, the Federal Emergency Management Agency in the Office of Chief Counsel, and the Environmental Protection Agency in the Office of Water. Emily received a B.A. in International Development and Social Change from Clark University.

Timothy W. Judge
Timothy W. Judge is Fannie Mae’s Senior Vice President – Head of Modeling & Chief Climate Officer. He reports to the Executive Vice President and Chief Financial Officer. Judge leads the Climate Impact team that is responsible for leading the enterprise’s response to climate change including understanding current and future exposure and working with internal and external stakeholders on opportunities to increase resiliency and sustainability of US housing. In addition, he also leads the Enterprise Modeling organization that is responsible for the development and maintenance of the enterprise’s core valuation and performance models and the enterprise’s data science efforts. Previously, Judge held senior positions in the areas of enterprise risk management, capital estimation, innovation, and policy development. Judge holds the following designations: Sustainability and Climate Risk Manager, Chartered Financial Analyst, Financial Risk Manager, and Professional Risk Manager. Judge has a Bachelor of Arts in business economics from Providence College and a Master of business administration from Bryant University.

Chad Berginnis
Chad Berginnis became executive director of ASFPM in July 2012, after joining the association staff as associate director in 2011. Since 2000, he served the association as Insurance Committee chair, Mitigation Policy Committee coordinator, vice-chair, and chair. He has a Bachelor of Science in natural resources from Ohio State University. Since 1993, his work has focused on floodplain management, hazard mitigation and land use planning at the state, local and private sector level. As a state official, Berginnis worked in the Ohio Floodplain Management Program and was Ohio's state hazard mitigation officer. As a local official, Berginnis administered planning, economic development and floodplain management programs in Perry County, Ohio. In the private sector, he was the national practice leader in hazard mitigation for Michael Baker Jr. Inc.

Jeff Stone, ASFPM
Jeff Stone is a Research Manager with the Association of State Floodplain Managers (ASFPM). As part ASFPM’s Flood Science Center, he manages research and outreach projects that focus on informing flood policy through science. Projects include, but are not limited to developing and evaluating tools, websites and software; researching the legal, practical and technological issues related to flood management policy and practices; and communicating effective use of GIS tools and applications through webinars and workshops. He earned his B.S. and M.S. in Geographic Information Sciences with a strong emphasis on coastal and fluvial geomorphology from the University of Wisconsin-Madison.

Carey Johnson
Carey Johnson is Director of the Division of Water within the Kentucky Department for Environmental Protection in the Energy and Environment Cabinet. For the past 20 years, he has led Division efforts to meet Clean Water and Safe Drinking Water Act goals, manage and enhance resilience to natural hazards, and in developing and utilizing digital tools. He serves as the state lead for Kentucky Silver Jackets collaborative efforts with the US Army Corps of Engineers and is a current member of the Technical Mapping Advisory Council (TMAC); a federal advisory committee established to review and make recommendations to the Federal Emergency Management Agency (FEMA) on matters related to the national flood mapping program. Carey is currently serving as the Immediate Past Chair of the Association of State Floodplain Managers (ASFPM).
