David Maurstad
David Maurstad is highly regarded for his transformative leadership in communicating disaster risk, closing the insurance gap, and incentivizing mitigation actions against all hazards. He is deeply committed to using every tool within his authority to reduce disaster suffering in all communities. At the start of 2022, David began a detail serving as the Acting Associate Administrator of FEMA’S Resilience organization. While in this new role, David will continue to direct ongoing efforts to advance the National Flood Insurance Program, reinsurance and reauthorization. David’s expertise in emergency management stems from high-profile roles in the private sector, and local and state government as a former insurance company executive, mayor, state senator, and lieutenant governor in Nebraska.

David Bascom
Mr. David Bascom serves as the Branch Chief for the Engineering Resources Branch within the Risk Management Directorate at FEMA Headquarters. David is currently guiding the strategic shift within the Flood Hazard Mapping Program to support a risk-informed National Flood Insurance Program (NFIP). This effort involves developing the methodologies, frameworks, and partnerships to support a modern NFIP and to fundamentally improve the Nation’s understanding of flood risk through the the Future of Flood Risk Data (FFRD) initiative. David oversees a team of coastal, riverine, and levee technical experts, and mapping program experts who provide operational and strategic leadership. David has been associated with FEMA for over 15 years and holds a B.S. in Civil/Environmental Engineering from Virginia Tech.

Jeff Jackson
Jeff Jackson currently serves as the Deputy Assistant Administrator for the Federal Insurance Directorate within the Federal Insurance and Mitigation Administration (FIMA) at the Federal Emergency Management Agency (FEMA). In this role, Mr. Jackson leads flood insurance operations for the National Flood Insurance Program (NFIP) at FEMA. The NFIP currently has over 5 million policyholders across the nation and collects over $4 billion in revenue annually. In his prior role as Deputy Assistant Administrator of FIMA, Jeff lead flood insurance operations for the National Flood Insurance Program (NFIP) at FEMA. The NFIP currently has over 5 million policyholders across the nation and collects over $4 billion in revenue annually. Previously, Mr. Jackson served as the Deputy Assistant Administrator of the National Preparedness Directorate (NPD) where he was instrumental in efforts to review and improve business processes and achieve efficiencies across the directorate and with national preparedness staff in the ten FEMA Regions. NPD operates six divisions and two schoolhouses with over 470 personnel who are dedicated to the FEMA mission of helping people before, during and after disasters to achieve the goal of a prepared and resilient nation. Prior to that, Mr. Jackson served as Deputy Chief Component Procurement Officer at FEMA, responsible for management and oversight of acquisitions in support of all aspects of FEMA’s mission. Due to the unprecedented disaster activity in 2016-2018, Mr. Jackson oversaw a dramatic increase in procurement demand from $1.6 billion in FY16 to $4.1 billion in FY18. Mr. Jackson joined the Senior Executive Service in 2016. He came to FEMA from the Internal Revenue Service (IRS), where he managed Information Technology Acquisitions for the IRS, the Bureau of Engraving and Printing (BEP), and the Department of Treasury Departmental Offices. Mr. Jackson is a graduate of the University of Tennessee and lives in Arlington, VA.

Eric Letvin
Mr. Letvin serves as the Federal Emergency Management Agency’s Deputy Assistant Administrator for Mitigation. Mr. Letvin directs FEMA’s pre- and post-disaster mitigation programs that support sustainable, disaster-resilient communities, to avoid or reduce the loss of life, property, and financial impacts of natural hazards. These programs include the Building Resilient Infrastructure and Communities Grant Program, the Hazard Mitigation Grant Program, the Flood Mitigation Assistance grants, the Floodplain Management component of the National Flood Insurance Program (NFIP), and the Community Rating System under the NFIP. In addition, Mr. Letvin leads the hazard mitigation disaster workforce cadre and overall disaster operations for the Federal Insurance and Mitigation Administration. Mr. Letvin was appointed to the Senior Executive Service in 2016. Prior to joining FEMA, Mr. Letvin was the Director of Hazard Mitigation and Risk Reduction Policy with the National Security Council, The White House. He coordinated the development and effective delivery of mitigation capabilities identified in the National Preparedness Goal and advised the President in the mitigation mission area. Mr. Letvin led interagency efforts to develop Executive Orders which resulted in the resiliency of the built environment to flood, earthquake and wildfire hazards. Prior to serving at the National Security Council, Mr. Letvin was the Disaster and Failure Studies Program Director within the National Institute of Standards and Technology’s (NIST) Engineering Laboratory. Before coming to NIST, Mr. Letvin was Leader of Infrastructure Research and Resiliency Team in the Homeland Security Group of URS (AECOM). Mr. Letvin holds a Bachelor’s and Master’s degree in Environmental Engineering from Syracuse University and Juris Doctor degree from the University of Maryland Baltimore.
