In a time of a global health emergency, a contentious political environment, and a fast-approaching Presidential election, the impact of political and policy issues on physicians has never been more evident. Join our panel of policy and political experts for CAP’s 2nd Annual Public Affairs Symposium, held virtually, to discuss the most pressing issues taking shape in healthcare today. The panel will explore:

  • The current political landscape, including Presidential and Congressional elections and California’s 2020 ballot initiatives
  • The impending fight to defeat anti-MICRA initiative in 2022
  • Proposed new rules by CMS for the 2021 Physician Fee Schedule
  • The impact of COVID on healthcare regulations related to healthcare provider liability protections and the use of telemedicine services
Panelists include CAP’s Federal Lobbyist Robert Bradner, Holland & Knight, CAP’s State Lobbyist Shane LaVigne, Capitol Advocacy, CAP’s Principal Political Consultant Peter Mitchell, P.M. Consulting, Inc., and CAP General Counsel Gordon Ownby, Moderator. For the first time, CAP is holding this Symposium virtually and encourage attendance from members across the state to participate in the discussion

  • Gordon Ownby, General Counsel, CAP

    As general counsel for the Cooperative of American Physicians, Inc., (CAP) since 1992, Mr. Ownby directs a legal staff and outside counsel to deliver legal solutions to this industry-leading medical professional liability company. Working with industry coalitions and company-retained lobbyists, Mr. Ownby provides analysis and key communications for CAP’s health care liability legislative program. Other duties at CAP include management of regulatory compliance, board governance, and liability coverage matters. Mr. Ownby promotes patient safety through his regular column for physicians, “Case of the Month.” In 2010, CAP published Mr. Ownby’s columns in the first edition of Medicine on Trial: Risk Management Lessons from Litigated Cases. His work has been published in Medscape and Inside Medical Liability

    Mr. Ownby earned his law degree from Loyola Law School in Los Angeles and was admitted to the California State Bar in 1987. He is a cum laude graduate of California State University, Northridge, where he earned a BA degree in Political Science.

  • Robert H. Bradner, Partner, Holland & Knight

    Robert H. Bradner is an attorney in Holland & Knight's Federal Practice. With more than 30 years of experience working in the legislative and regulatory arena, Mr. Bradner provides counseling, strategy development, drafting, and advocacy services on a range of complex and difficult federal matters. He works through Congress, the Administration, and the regulatory process to shape developments in areas such as Medicare reimbursement, Medicaid, the regulation of healthcare providers, health insurance markets, biomedical research, and public health programs. He also works on initiatives related to the Veterans Health Administration and U.S. Department of Defense health programs.

  • Shane LaVigne, Partner, Capitol Advocacy

    Shane LaVigne, partner with Capitol Advocacy, joined the lobbying team in 2013, bringing over a decade of legal, political and public policy experience that has proven invaluable to the firm’s clients. His extensive experience in every facet of California’s political process – as a former political and fundraising consultant, Capitol staff member and as a legislative advocate – provides clients with an insightful and tailored communications strategy to frame issues effectively.

    Peter Mitchell is a bi-partisan, political analyst of California Politics for over 17 years. In January of 2002, he was honored to form P.M. Consulting, Inc., a political/public affairs firm specializing in: independent expenditures; comprehensive non-partisan analysis on state and federal elections; fundraising; organization/public speaking; political campaign consulting; polling/research, strategy and management; and other services.
