The Board of Directors is proposing changes to the CAS Constitution and Bylaws to streamline the governance of the Society. Fellows will be asked to vote on the changes in conjunction with the 2021 CAS elections in August.

Join our panel of Board and Executive Council members to learn about the proposed changes and why the Board is recommending that the Fellows vote in favor of the amendments. The bulk of the one-hour webinar will be devoted to questions from the audience.

The main changes include:

  • Condensing the two documents into one set of Bylaws. 
  • Removal of references to Vice Presidents and the Executive Council. 
  • Replacing lengthy descriptions of specific procedures with more general language, stating that these procedures are “specified by the Board.”

    Jessica Leong is the CEO of Octagram, a consultancy that brings together a deep knowledge of commercial insurance and data analytics to drive results. Before starting Octagram, Jessica led the Data & Analytics team at Zurich North America and had success in using data and analytics to reduce loss ratios, reduce expenses and grow premium. Prior to Zurich, Jessica had roles at Guy Carpenter, Milliman and Willis Towers Watson. From 2020–2021, Jessica was very proud to be the President of the Casualty Actuarial Society. 

  • Victor Carter-Bey

    Victor Carter-Bey, DM, MBA, serves as chief executive officer of the Casualty Actuarial Society (CAS), where he works alongside the CAS Board of Directors to implement strategic initiatives that add professional value and enhance the education of CAS’s 9,000 members.

    Prior to this role, Carter-Bey served as director of certification at the Project Management Institute (PMI), where he oversaw the development and implementation of product growth and workforce development strategies to enhance member value and engagement for over 1,000,000 global professionals in the project management profession.

    Carter-Bey has a Doctor of Management from University of Maryland Global Campus in Adelphi, Maryland and an MBA from the New York University Stern School of Business in New York City. He also holds a bachelor’s degree in political science from Johns Hopkins University in Baltimore, Maryland.

  • Mary Hosford

    Mary Hosford is the Chief Health Actuary at the Commonwealth of Massachusetts - Division of Insurance. In this role, she provides analysis and recommendations to the MA Commissioner of Insurance and other administration stakeholders with regard to health insurance in the Commonwealth. Mary is an FCAS and currently serves the CAS as VP-Administration.

  • Mary Frances Miller

    Mary Frances is a founder and senior consulting actuary with Select Actuarial Services, with a focus on risk management. She is a past President of the CAS and currently serves on the Board.

  • Erika Schurr

    Erika Schurr is Chief Actuary of Travelers Canada and leads the Business Intelligence and Analytics function, with over 15 years’ experience in the Property and Casualty Insurance field. Erika is a Fellow of the Canadian Institute of Actuaries and the Casualty Actuarial Society. She was elected to the CAS Board of Directors in 2020.
