Cohesion Through Communication: How Chiefs and PIOs Work Together to Connect Communities


This session will highlight methodology that enhances the way in which a Chief and a public information officer communicate to elevate outward and internal messaging, particularly during critical incidents. The goal of this session will be to provide tangible takeaways that Chiefs and public information officers can adopt, or adapt, to their needs at their respective agencies. Both speakers have extensive experience speaking in large conferences (both in person and over video/webinar), using interactive teaching methods, and keynote speaking in environments for national level conferences. As opposed to “death by powerpoint,” we prefer to engage the audience through effective storytelling and examples, using prezi as a backdrop.


  • Chris Hsiung, Police Chief, Mountain View Police Department

    Chris is the 11th Police Chief of the Mountain View Police Department. For more than 26 years, he has served the Mountain View community, and as the department’s leader, is passionate about maintaining MVPD’s role as a progressive law enforcement organization in the 21st century. He is an nationally recognized speaker and author on the topics of digital communications strategy, crisis communications management, and public relations.

    In his time with Mountain View PD,Chris has held a variety of investigative, tactical, and leadership roles, serving in every division in the organization . He is a graduate of the Harvard Kennedy School of Government Senior Executives in State and Local Government program and has a master’s degree in eBusiness Management from Notre Dame de Namur in Belmont, CA.

    Chris also serves in several leadership positions on multiple boards, including as president on the Government Social Media Leadership Council, committee member on the IACP's Professional Standards, Ethics, and Image Committee, and as board member on the Global Advisory Council for the Crisis Ready Institute. Previously, Chris served as a board member for the Peninsula Conflict Resolution Center and two terms as a commissioner on the City of San Mateo Community Relations Commission.

  • Katie Nelson, PIO, Mountain View Police Department

    Katie Nelson is the Social Media and Public Relations Coordinator at the Mountain View Police Department in Silicon Valley. Since 2015, she has managed the department’s social media accounts and outreach campaigns, focusing primarily on the department’s engagement efforts as well as serving as the agency’s public information officer. She presents across the country on social media best practices and crisis communication strategies. She also serves as an instructor with the California Office of Emergency Services and the California POST. She is currently the General Chair of the International Association of Chiefs of Police Public Information Officers Section, and also partners with the Crisis Ready Institute and sits on the City of Mountain View’s COVID-19 Strategic Communications Team.
