Active Bystandership for Law Enforcement: Training Officers How to Intervene

In collaboration  with the Georgetown University Law Center’s Innovative Police Program Active Bystandership for Law Enforcement (ABLE) Project, this presentation outlines the ABLE Project and focuses on solutions for training officers how to intervene.  While many will watch the video of George Floyd’s death and understandably focus on the actions of the primary aggressor, the actions of the other “bystander” officers on the scene hold a key to solving this seemingly intractable problem. For years, the policing profession has been telling officers to “speak up” and “step in” when they witness mistakes.  Most officers know WHAT to do, but many don’t know HOW to do it safely and effectively.

The session covers current media coverage methods including how traditional media decontexualize events, the role social media factions play in escalating crises, and how social media is being weaponized.  A broad outline of actions an agency should take before, during and after a crisis will be discussed.

Resolving Media and Departmental Misinterpretations:  Forensic Applications to Officer-Involved Shootings (OIS)

Law enforcement is currently facing public scrutiny any time an officer is involved in a shooting, especially when a death occurs.  So often, misguided information is premature, which opens the door to lawsuits resulting in complex litigation.  It is unfortunate that in many OIS cases, the officer was justified in a decision to stop the threat, but evidence was missed which delivered a different outcome.  This presentation will offer solutions to avoid misinterpretations that vilify the officer(s) without a proper analysis of the evidence.
