Certified County Commissioner/Certified County Government Education All Access Bundle

Since its launch in 1996, the Certified County Commissioner (CCC) Program has offered county commissioners a unique, voluntary learning journey. Taught by a dynamic team of university faculty, government leaders, professional speakers, FAC members, and staff, it helps commissioners master the information and skills essential to their roles.

Recognizing the demand from commissioners to extend this rich curriculum to their teams, the County Government Education Program was introduced in 2017. Now, county staff can dive into the same comprehensive coursework, equipping entire governments with the tools and knowledge to excel.

Ethics

ALL Florida county commissioners are required by Florida Statutes to complete 4-hours of ethics training each calendar year. This program ensures commissioners meet legal requirements and gain essential knowledge to govern responsibly. Participants leave with a deeper understanding of ethics expectations, Sunshine Law and Public Records Law, reporting requirements, and become familiar with the process of an ethics complaint.

The 4-hour session includes:

  • Two hours dedicated to Florida Ethics Law, covering the Code of Ethics for Public Officers and Employees, gift prohibitions, conflict-of-interest rules, financial disclosure obligations, and the ethics complaint process.
  • One hour on the Sunshine Law, highlighting Florida’s Government in the Sunshine Law, including open meeting requirements, communication restrictions, and enforcement procedures.
  • One hour on Public Records Law, focused on the Florida Public Records Act, detailing public access rights, recordkeeping responsibilities, exemptions, and response protocols.
