About the Webinar
The occurrence of sexual boundary violations between physicians and patients is a serious issue, as is sexual harassment between physicians and their peers, subordinates and other health care team members. Recent high-profile cases of physician misconduct have created greater public awareness and reinforced the need for strong oversight by state medical boards to protect the public. This session will examine recent trends in addressing sexual misconduct issues, including successful state medical board programs and a review of new policy recommendations developed by the FSMB’s Workgroup on Physician Sexual Misconduct and adopted by the FSMB House of Delegates.

About the Faculty

Patricia A. King, MD, PhD
Dr. King served as the Chair of the FSMB Board of Directors during 2018-19 and was a member of the Vermont Board of Medical Practice from 2003 to 2015, including service as Chair. She is Chair of the FSMB’s Workgroup on Physician Sexual Misconduct and also served as Chair of the Workgroup on Education about Medical Regulation. She has served on a wide variety of other FSMB committees and workgroups, including the FSMB Workgroup on Innovations on State-Based Licensure, Interstate Compact Taskforce, and Editorial Committee. Dr. King is a Professor of Medicine at the University of Vermont, where she is active in medical school curriculum development and medical student teaching. She also has a practice in Primary Care Internal Medicine with the University of Vermont Medical Group. In addition, she is a member of the USMLE Composite Committee. Dr. King earned a PhD in Physiology from Brown University and an MD from the University of Vermont College of Medicine.

Melanie de Leon, JD, MPA
Melanie de Leon is an attorney, a military veteran and the Executive Director for the Washington Medical Commission who works tirelessly to keep good doctors practicing and to remediate those who have practice deficiencies. With almost 40 years working in both the public and private sectors, Ms. de Leon has experience in team building, strategic implementation, collaboration and organizational transformation. To protect patients and help her commissioners better understand the trauma associated with sexual assault, Melanie facilitated a revolutionary change in how the Washington Medical Commission handles sexual misconduct complaints. She also participated on the FSMB’s Workgroup on Physician Sexual Misconduct. Ms. de Leon received her master's degree in business administration from the University of Puget Sound and her JD from Seattle University School of Law.

Mark L. Staz, MA

Mr. Staz is Management Consultant for Regulatory Policy at the Federation of State Medical Boards. In his role, he is responsible for organizational initiatives related to regulatory best practices and supports the FSMB’s work in ethics and professionalism. He also supports the FSMB’s international collaborations with medical regulators outside of the United States, including its involvement in the International Association of Medical Regulatory Authorities. Mr. Staz has worked in medical regulation in Canada as a policy analyst for the College of Physicians and Surgeons of Ontario and has been involved in several policy and research initiatives addressing human resources for health, social determinants of health, and physician performance enhancement. He received his master’s degree in philosophy at York University and is currently writing his doctoral dissertation on conflicting rights in health policy.

Kerrie Webb, JD
Ms. Webb has been the senior staff counsel to the Medical Board of California for over seven years, and assists the Board in licensing and disciplinary decisions, as well as in policy and rulemaking matters. Prior to joining the Board in 2013, she was in private practice as a civil litigator for over 12 years.

The Federation of State Medical Boards' Annual Meeting as well as the Virtual Education Program are designed specifically for members and staff of state medical and osteopathic boards, as well as individuals interested in medical licensing, regulation and discipline.

Upon completion of this educational activity, participants should be able to:

  • Identify trends in the regulation of physician sexual misconduct.
  • Explain FSMB’s best practice recommendations for addressing and preventing physician sexual misconduct.
  • Give examples of recent action taken by state medical boards to identify, prevent and remediate physician sexual misconduct.
  • Describe initiatives and approaches to improve reporting of physician sexual misconduct.
