About the Webinar
Telemedicine continues to expand and impact health care delivery and regulation, and this trend has been accelerated by the COVID-19 pandemic. This session will highlight recent pandemic-related developments that have impacted telemedicine use. Updates on new technologies and services will be examined, along with growth trends and legislative and policy developments of interest to state medical regulators. 

About the Faculty
Mei Wa Kwong, JD, is the Executive Director for the Center for Connected Health Policy (CCHP), the federally designated National Telehealth Policy Resource Center. She has written numerous policy briefs, crafted state legislation and led several coalition efforts on a variety of issues and assisted states in their telehealth efforts, particularly in Medicaid and public health. Recognized as a national expert on telehealth policy, Ms. Kwong helped create the model statute language that became the basis of the 2011 California state legislation that updated California telehealth law, has published several articles on telehealth and telehealth policy in various peer reviewed journals and is the co-author of CCHP’s 50 State Medicaid Telehealth Reimbursement Survey. Prior to joining CCHP, Ms. Kwong was the Policy Analyst for Children’s Home Society of California where she worked on education and early childhood issues. She was recognized for her work by the Child Development Policy Institute. Ms. Kwong is a graduate of the George Washington University Law School.

Jeremy Sherer, JD, is a health care attorney with Hooper Lundy & Bookman PC, where he specializes in digital health matters and serves as Co-Chair of the firm’s Digital Health Task Force. He counsels health care providers and suppliers, including hospital systems, provider organizations, national telehealth platforms and digital health startups on issues involving regulatory compliance, transactions and innovative business arrangements. Mr. Sherer frequently speaks on digital health matters across the country and is a member of the Legal Resource Team at the Center for Telehealth and e-Health Law (CTeL). He was named one of “12 Health IT Attorneys You Should Know” by Health Data Management in 2017 and received the American Bar Association Health Law Section’s “Emerging Young Lawyer in Health Care” award in 2019. He has also been named a “Rising Star” in health care law by Super Lawyers since 2017. Mr. Sherer received a JD degree from the Boston College Law School and an LLM in Health Care Law from the George Washington University Law School.

Sarvam P. TerKonda, MD, is a member of the FSMB Board of Directors.  In addition to his role on the FSMB board, Dr. TerKonda was the previous Chair of the Division of Plastic Surgery and is currently the Medical Director for the Center for Connected Care at the Mayo Clinic Florida. He is also Co-Director of the Mayo Clinic Cosmetic Center and Co-Director for the Mayo Clinic Asia Pacific Regional Demand Group. Dr. TerKonda was appointed to the Florida Board of Medicine in 2013 and became Vice Chair in 2015 and Chair in 2016. He has served on a variety of committees, including the Rules and Legislative Committee, Credentials Committee, Surgical Care and Quality Assurance Committee, and as the Chair of the state’s Joint Boards of Medicine and Osteopathic Medicine Office Surgery Rule Subcommittee. In 2016, he was appointed by the Florida State Surgeon General to serve on the Telehealth Advisory Council. Dr. TerKonda attained his MD degree at the University of Missouri, Columbia School of Medicine and has been an active member and leader in the American Society for Aesthetic Plastic Surgery, the American Society of Plastic Surgeons and is a recipient of the American Society of Plastic Surgeons’ Pathways to Leadership Award. He was named a National Library of Medicine Bioinformatics Fellow in 2017.

Target Audience
The Federation of State Medical Boards' Annual Meeting as well as the Virtual Education Program are designed specifically for members and staff of state medical and osteopathic boards, as well as individuals interested in medical licensing, regulation and discipline.

Learning Objectives
Upon completion of this educational activity, participants should be able to:

  • Cite current telehealth policies under COVID-19
  • Describe the legal, regulatory and policy considerations of telemedicine in light of the COVID-19 pandemic
  • Discuss recent changes related to the various federal and state COVID-19 telemedicine waivers, and how the current landscape compares with normal federal and state law.

The American Osteopathic Association designates this program for a maximum of 1 .0 of AOA Category 2-B credits.
