Mark J. Segal, PhD, FHIMSS 

Mark Segal is Principal, Digital Health Policy Solutions, LLC, a digital health policy consultancy. Mark provides strategic counsel to clients on such issues as interoperability policy, value-based payment programs, and health IT regulation and patient safety.

Until December 2017, Mark was Vice President, Government and Industry Affairs for GE Healthcare Digital. Working closely with GE Healthcare’s Washington Office and business teams, Mark directed participation in government and industry groups, defined and drove advocacy agendas, and coordinated responses to regulations and legislation. Mark has provided advice to ONC and CMS and has been active as a leader and expert participant in numerous health IT-related organizations and efforts addressing critical policy issues. T

Mark chairs HL7’s Policy Advisory Committee and serves on its Advisory Council and Leadership Development and Nomination Committee. He co-chairs the Association for the Advancement of Medical Instrumentation (AAMI) Health IT Committee, was appointed to the National Quality Forum's HIT Patient Safety Expert Panel, and is active in ECRI’s Partnership for Health IT Patient Safety. Mark was a member of the Carequality (The Sequoia Project) Steering Committee and past member of its Advisory Council. He also served on the Board of the CARIN Alliance.

Mark was a member of eHI’s Leadership Council and past Chair and current member of its Policy Steering Committee. He is an elected member of the HIMSS North America Nominating Committee, past member of the HIMSS Quality, Cost, and Safety Committee, past Chair of the HIMSS Government Relations Roundtable, and past member of the HIMSS Public Policy Committee. He is past Vice Chair and Chair Emeritus of the HIMSS Electronic Health Record Association (EHRA), ex-officio member of EHRA’s Executive Committee, and past Chair of the EHRA Public Policy Leadership Workgroup, He has also served on the AMIA Industry Advisory Council and Public Policy Committee.

He was appointed to the Health IT Standards Committee’s S&I Framework Task Force. Mark was a member of the Bipartisan Policy Center’s (BPC) Task Force on Delivery System Reform and Health IT and Collaborative on Health IT and Delivery System Reform.
