An open forum for IARP Members to bring medical, VOC, case issues, and questions. This is an opportunity to discuss issues that come up in practice in a confidential, safe space. Join us for a discussion of case issues, medical concerns, vocational questions, and an opportunity for feedback from IARP/RDCM members.

  • Sara Shugars MS, CRC, CCM, AEP, LVRC

    Sara graduated from the University of Pittsburgh with an MS in Rehabilitation Counseling and Certificate in Rehabilitation Technology. She has worked in the private and public sector as a case manager, vocational expert, life care planner, and ergonomist. She has an Associate Board Certification in Professional Ergonomics (AEP) and OSHA certifications as well as extensive experience in job analysis, ergonomics, assistive technology, designing workstations and modifications, and selecting products and processes to improve human factors, ergonomics, safety and efficiency. She specializes in in disability specific ergonomic evaluations: (TBI, visual deficits, hearing loss, orthopedic injury) identify appropriate assistive technology, software, equipment and how to decrease environmental factors that impact work productivity.

  • Steve Allison, PT, DPT, CME

    Dr. Allison is a doctor of physical therapy and he serves as CEO of Functional Capacity Experts, LLC in Bossier City, Louisiana. He is a certified DOT medical examiner for the FMCSA, and a certified occupational health practitioner under the Academy of Orthopedic Physical Therapy . He has been licensed to practice physical therapy for 30 years. He has focused his practice to the sub-specialty areas of functional capacity evaluations, disability case consulting, functional job analysis and employment exams, and functional test validation testing.

    Dr. Allison served as the lead author of the FCE best practices guideline adopted by the American Physical Therapy Association (APTA) in April 2018. He has also authored and/or contributed to other articles and monographs related to FCE, job analysis, medical fitness for duty, and a clinical practice guideline for work rehabilitation. He has served as an expert consultant to the EEOC in disability discrimination cases, and he has been recognized in various federal courts and district courts in Louisiana as an expert in FCEs, job analysis, functional test validation, and orthopedic physical therapy.

  • Laura Frailey, MRC, CRC, CVE

    Laura Frailey has worked as a CRC for 25 years. She started her vocational rehabilitation career working with individuals with intellectual disabilities before working as a vocational provider and vocational coordinator for Ohio BWC.

    Ms. Frailey started her own business in 2019 providing vocational case management, vocational assessments, evaluations, career counseling and job placement services for Ohio’s state VR and BWC systems. She recently expanded her practice to include Social Security Expert Witness and Forensic Vocational Expert testimony. She has presented to the Workers’ Compensation Section of the Toledo Bar Association. Ms. Frailey serves as a mentor to new vocational rehabilitation counselors entering the field.

    Ms. Frailey is active within IARP currently serving as Secretary for Rehabilitation Disability Case Management Section and past President of the Michigan Chapter of IARP.

    Ms. Frailey lives in the Toledo, OH area with her significant other, Dennis, and her Bull Terrier (AKA Target dog), Nola. She enjoys spending time with her and Denny’s family and spoiling his four grandchildren.

  • Betsy Keesler, BSN, RN, CLCP

    Betsy Keesler was an active registered nurse in the clinical fields of Pediatrics and Community Health for 18 years before transitioning from the clinical arena to a successful career in life care planning in 2020. She has built on her past experiences in catastrophic illness and injury through the life span as acquired through hospital practice, and community health engagement with case management.

    Ms. Keesler currently serves on the Rehabilitation and Disability Case Management Board of IARP and as a representative to the IARP Education Committee. She has been very active in securing and promoting educational webinars and roundtable discussions that have helped to enhance the quality of practice for many IARP members.
