  • Kurt Carlson

    Kurt Carlson has been Arbitrator (trial judge) at The Illinois Workers' Compensation Commission since 2004. During that time, he's been trusted as an acting Commissioner by two Gubernatorial administrations. Prior to his appointment, he worked as private attorney in workers' compensation matters throughout the State of Illinois and represented both Petitioners and Respondents. In 1995, he earned his Juris Doctorate (JD) at The John Marshall Law School in Chicago where he was the moot court Executive Justice. At the University of Wisconsin - Madison, he double-majored in English and Political Science (BA -1992), where he also volunteered as a United Way big brother. Kurt was a state legislative intern with Senator Russell Feingold in Madison. He served in The US Army from 1985 to 1988 as a Combat Medic (91A) at Fort Wainwright, Alaska.

  • Stephen J. Friedman

    Stephen J. Friedman has been an Arbitrator at the Illinois Workers’ Compensation Commission since September 2014. After an initial assignment in Chicago, he was assigned to Zone 5 (Waukegan, Woodstock and Rockford) from March, 2015 through June, 2017 and is currently assigned to Zone 6 (Wheaton, Geneva and Elgin). Prior to his appointment, Steve was a practicing Workers Compensation defense attorney for almost 40 years. He graduated from the University of Illinois with a BA in 1972 and a JD in 1975. Steve was voted Leading Lawyer status based on a Law Bulletin Publishing Company survey of his peers from 2004-2015. He has been chosen as an Illinois  Superlawyer for 2005-2014. He is AV Preeminent rated by Martindale Hubbell and Bar Register of Preeminent Lawyers. Over the years, Steve has spoken to and prepared written materials for many organizations on Workers Compensation issues, most recently participating in IICLE Basics of Workers Compensation, "Evidence Issues," 2013; IICLE Workers Compensation Institute; "Utilization Review," 2014; Ganan & Shapiro Workers Compensation Seminar, "Persuasive Evidence," 2015; Winnebago County Bar Association, "Observations from the Bench," 2015; DMG Orthopaedics: "Work Comp Legal Panel Discussion: Case Study Analysis," 2016; IICLE Workers Compensation Institute, "Evidentiary Issues, View from the Bench," 2016; and IICLE Workers Compensation Institute, "Proof of Permanent Partial Disability in Light of Com Belt," 2017. Steve has also participated as a judge for national law school competitions, judging multiple ABA Moot Court Competitions, the ABA Negotiation Competition, and the AAJ National Trial Advocacy Competition.
