Webinar Description:
On Monday, March 2nd, ITE made available for sale the ITE Recommended Practice Guidelines for Traffic Signal Change and Clearance Intervals. We realize this is a highly anticipated document and in preparation for this release, we are making resources available to our members to help you both understand the background and changes.

The goal of this guidance is to create a consensus methodology for calculating and evaluating traffic signal change intervals that can be consistently implemented by transportation agencies. The recommendations presented should yield reasonable times for the yellow change and red clearance intervals for traffic signals, assisting transportation professionals in enhancing intersection safety, maintaining reasonable traffic flow, and providing for movement of vehicles, bicycles, and pedestrians.

Jeff Lindley, ITE’s Chief Technical Officer, will host this webinar, it will be an opportunity for you to better understand the background in the development of this recommended practice, and the guidance included in it.

Learning Objectives:

Explain the changes to practice in this area being recommended by ITE
Describe the differences between the traditional kinematic equation and the new extended kinematic equation, as well as its use
Recognize the role of flexibility, assumptions, engineering judgement, and use of actual vs assumed speed data in the calculation and implementation of traffic signal change and clearance intervals

Jeff Paniati, Executive Director and CEO | ITE International

Jeff Paniati is the Executive Director and CEO of the Institute of Transportation Engineers, an international membership association of more than 16,000 transportation professionals who work to improve safety and mobility for all transportation system users and help build smart and livable communities.

Prior to joining ITE, Mr. Paniati had a 32-year career with the Federal Highway Administration where he held leadership positions in the areas of system management and operations, intelligent transportation systems and highway safety. He served as FHWA Executive Director from 2008–2015.

Mr. Paniati has received numerous honor awards, including the prestigious Presidential Rank Award of Distinguished Executive. He has been inducted into the University of Connecticut Academy of Distinguished Engineers, the ITS America Hall of Fame, and the ITS World Congress Hall of Fame.

Mr. Paniati has a bachelor’s degree in civil engineering from the University of Connecticut and a master’s degree in civil engineering from the University of Maryland. He is a Fellow of ITE and a registered professional engineer.
