Traffic Signal Timing Webinar Series: Understanding the Traffic Signal Timing Process

Webinar Description:

The ITE Traffic Engineering Council will be hosting a series of webinars focused on various elements of Traffic Signal Timing. To kick off this series, a team of traffic signal practitioners will introduce the basic concepts of the timing development process. This session will focus heavily on a review of the Traffic Signal Timing Manual (NCHRP Report 812) and will provide an overview of the outcome based timing approach which puts an emphasis on signal system users and priorities.

Learning Objectives:

  • Explain the fundamentals and principles of traffic signal timing.
  • Apply the various concepts outlined in the Traffic Signal Timing Manual (NCHRP Report 812)
  • Understand the various techniques to develop timing plans that accommodate the specific users and conditions.


  • Cynthia Peck, PE, Project Manager/ Traffic Lead | DLZ | Cleveland, OH, USA

    Cynthia Peck is a Project Manager and Lead Traffic Engineer in DLZ’s Cleveland office with over 24 years of experience in the transportation industry. She has been with DLZ for over 20 years and is an Ohio Professional Engineer and a certified Professional Traffic Operations Engineer. Cindy’s experience has covered a range of project types including roadway reconstruction and traffic improvement projects, various traffic studies; signal design, maintenance-of-traffic and signing and pavement marking design; highway design, and project estimating. Cindy has spoken at the Ohio Planning Conference, the Ohio Transportation Engineering Conference, the ITE Annual Meeting in Minneapolis and moderated at the AASHTO/TRB conference in Seattle. Ms. Peck is a graduate of Washington University in Saint Louis and before joining DLZ she was a project engineer for the Missouri Department of Transportation. She resides in the Cleveland area and enjoys spending time with her 3 overactive children. Pre-pandemic she was a longtime instructor at the local YMCA, she took up running in 2016, and now her latest goal is running a half marathon in every state.

  • Lynn LaMunyon, PE, Ocean County Traffic Engineer | County of Ocean | Toms River, NJ, USA

    Lynn A. LaMunyon, P.E., PTOE, IMSA II has over 35 years of transportation engineering experience specializing in traffic signal and ITS design, safety, and operations. She has developed and teaches various traffic signal design classes from analysis through construction. She earned a BS in Civil Engineering from Rutgers University. She is the Immediate Past Chair of the Traffic Engineering Council and served a 3-Year term as the ITE Northeastern District representative on the International Board of Directors (2008-2010). She was the President of the ITE Metropolitan NY-NJ Section (MET Section) in 2000 and has also served as the Northeastern District Chair (2006). She is the co-author for the Traffic Control Devices chapter of the ITE Traffic Engineering Handbook-6th Edition. Lynn is the Immediate Past President of ITSNJ and currently serves as the First Vice President. After 35 years in the private sector, Lynn has recently taken on the role of Ocean County Traffic Engineer.

  • Anita Johari, PE, Lead Traffic Engineer | Wood E&I Solutions, Inc. | Phoenix, AZ, USA

    Anita has over 18 years of professional traffic engineering and transportation planning experience with both public and private sector clients. Since the beginning of her career in Transportation Engineering, Anita has been involved in projects and programs aimed at improving road user’s safety and traffic operations. Through these years, she has also gained experience as project manager, task leader and group manager. Her project experience includes all aspects of transportation planning, engineering design and project management, quality control, and design team leadership.
