This session explored several local jurisdictions’ systematic approaches to support safe and livable streets, including street design issues, implementation of a systematic safety plan and the use of a data-driven safety approach to prioritize safety projects, and how the Highway Safety Manual has been used to effectively identify hot spots and implement a systematic plan for improvements.

  • Explain how local/state jurisdictions implement proactive approaches to improving safety based on systematic roadway improvement plans
  • Describe analytical techniques used to holistically evaluate crashes and safety including human actions, crash dynamics, and high injury network analyses

    Dhruva Lahon, P.E. (TX), PTOE is a Senior Project Manager in the Dallas office of Kimley-Horn. She has more than 16 years of experience in a variety of traffic and transportation projects, including safety, traffic operations, design, and planning. Dhruva’s skills encompass traffic analysis, innovative intersections, corridor studies, and safety studies. She graduated with a Master of Science degree in Civil Engineering from the University of Utah.

  • Courtney Furman, P.E., Traffic Engineer, Clark County, Washington and Ejaz Khan, Traffic Engineer, Clark County, Washington

    Courtney Furman is a traffic engineer at Clark County, Washington. She has eight years of experience and is a registered Professional Engineer in the States of Washington and Oregon. She has a Masters of Science degree in Civil Engineering from Portland State University and is a published author in the Transportation Research Record. Mrs. Furman has experience in the areas of traffic operations, planning, design, and safety in both the public and private sectors.

  • Ejaz Khan, Traffic Engineer, Clark County, Washington

    Ejaz Khan serves as a traffic engineer with Clark County Washington. He has a master’s degree in traffic engineering from the New Jersey Institute of Technology and over twenty-five years of experience in traffic and transportation engineering, in both public and private sectors. He is a registered professional Civil Engineer in the State of Washington and Oregon and a registered Traffic Engineer in the State of Oregon. Ejaz has a wide range experience in transportation engineering and planning, engineering design, traffic engineering studies, traffic safety and operations, development review, and project management.

  • Tyler Golly, P.Eng, Western Canada Market Lead, Toole Design Group, Edmonton, Alberta

    Tyler Golly is a Professional Engineer (AB, ON) and certified Road Safety Professional (Level 1) who leads Toole Design's practice in Western Canada as the Edmonton Office Director. He has extensive experience incorporating the principles of Vision Zero, sustainable safety, and safe systems throughout Canada, the United States, and New Zealand. Tyler plans and designs transportation systems with a focus on multimodal operations and with the goal of creating safe and comfortable places for people. Tyler contributed to the Integrated Bicycle Design and Integrated Pedestrian Design chapters of the Transportation Association of Canada’s (TAC) Geometric Design Guide for Canadian Roads, peer reviewed Auckland's Bicycle Quality of Service Framework, and served as technical advisor for ITE’s Implementing Context Sensitive Design on Multimodal Corridors: An ITE Handbook all of which included a central focus on safety. Through his work in communities of varying sizes, Tyler helps clients to identify safety concerns and create and implement evidence-based interventions to improve safety for the community.

  • Jessica Lamarre, Director, Safe Mobility, City of Edmonton, Alberta

    Jessica Lamarre and her 14,000 colleagues are dedicated to achieving Vision Zero, zero traffic-related fatalities and serious injuries, through safe and livable streets in Edmonton; a goal that they are well on their way to achieving. Jessica leads a diverse team of rockstars who champion a holistic portfolio of work in support of the City's Safe Mobility Strategy, including road safety engineering, automated enforcement, planning and evaluation and community activation. At the heart of this work is partnering with Edmontonians, advocates, organizations, academics and experts to bring together folks with brilliant ideas, passion and energy - because Vision Zero will only be achieved when we all work together. Jessica holds a Bachelor of Arts degree from the University of Alberta, has held roles contributing to a better life for Edmontonians in both municipal government and post-secondary, and is currently delighted by replacing vehicle trips with her new e-bike as often as is possible.

  • Nicholas Mesler, EIT, Transportation Analyst, Lancaster Mobley, Portland, Oregon

    Nick Mesler is a Transportation Analyst with Lancaster Mobley, a transportation planning, analysis, and design consulting firm in Portland, Oregon. Nick specializes in traffic operations engineering, but has a background in mobility planning, and also some transportation engineering design experience. Nick graduated from San Diego State University in 2017, then went on to work for Chen Ryan Associates in San Diego, California. Nick moved up to Oregon in March 2020, days before the pandemic began. He has worked on traffic engineering projects throughout the west coast and in Arizona. Nick was a past president of the student Civil Engineering honors society, Chi Epsilon, at SDSU, and is currently the Alumni Chapter Vice President.

  • Marissa Milam, Transportation Engineer/Planner, Fehr & Peers, Seattle, Washington

    Marissa Milam is a transportation planner/engineer at Fehr & Peers, who moved to Seattle in 2019 after graduating with a B.S. in Civil Engineering from the University of California, Berkeley. She is passionate about solving complex technical questions that help improve communities and provide meaningful solutions. Her main areas of focus include travel demand forecasting, data science, and transit planning.
