  • Lindsey Van Parys, P.E., QSD/P, Principal, GHD, Roseville, CA

    Lindsey Van Parys is a registered civil engineer in multiple states and holds a certificate in Traffic Collision Investigation. She is currently Vice Chair of ITE’s Council Leadership Team and a project manager and North American Road Systems Service Line Leader at GHD. She has been delivering transportation projects since 2006. She manages projects from the conceptual phases through construction. Her projects have ranged from major highway interchanges to innovative intersection and safety solutions, to shared use paths. Lindsey specializes in delivering complex, active transportation and complete street projects spanning North America and beyond.

  • Pete Krause, Transportation Landscape Architect, Texas Department of Transportation, Austin, TX

    Pete is a registered landscape architect in the state of Texas. He currently works at the Texas Department of Transportation (TxDOT) as director of the Landscape Architecture Section of the Design Division. He holds a Bachelor of Science degree in Landscape Architecture from Texas A&M University. He leads a team of landscape architects involved in landscape design, transportation aesthetic design and accessible pedestrian facility design. Pete has been involved with accessible design and project development for over 30 years. He has served as ADA coordinator in a TxDOT District Office and for the last 17 years has served in the Design Division of TxDOT developing accessible designs and standard drawings and managing the department’s Pedestrian Mobility, Accessibility and Safety Program. The focus of the program is to construct pedestrian infrastructure in the public right of way and to maintain a database of information to support the department’s ADA Transition Plan.

  • Rebecca Byford, P.E., Pedestrian Facility Project Manager, Texas Department of Transportation, Austin, TX

    Rebecca Byford, P.E. is a Pedestrian Facility Project Manager in the Design Division at the Texas Department of Transportation in Austin. She manages TxDOT’s statewide pedestrian program, assisting districts and project managers with funding, training, planning, design, and inspection of accessible pedestrian facilities on State right of way. Before transitioning to transportation engineering at TxDOT, Rebecca worked in public works and facilities engineering on federal installations, such as the Iowa Army Ammunition Plant, Joint Base San Antonio – Fort Sam Houston, and the VA North Texas Health Care System. Rebecca earned a Bachelor of Science in Civil Engineering from Texas A&M University in 2006 and a Master of Science in Civil Engineering from New Jersey Institute of Technology in 2015. Rebecca and her husband, Daniel, are both U.S. Army veterans and met while stationed at Ft. Benning, GA. They have two children, Eliana, 3, and Abigail, 6 months.

  • Clark Bailey P.E., PTOE, Transportation Engineer, Kimley-Horn, Birmingham, AL

    Clark Bailey has over 15 years of professional experience leading teams to solve complex transportation problems to improve communities, connect people, and communicate new ideas. He has worked across the southeast on projects to deliver complete streets designs, BRT implementations, transportation plans, traffic signals, traffic studies, and parking studies. Clark graduated with a bachelor’s and master’s from Auburn University and helps lead the Birmingham office of Kimley-Horn and Associates. He serves on the board of the Alabama Chapter of ITE and chairs the transportation committee for the Alabama chapter of ULI.

  • Jennifer Rosales, P.E., PTOE, Transportation Services Manager/City Traffic Engineer, City of Costa Mesa, Costa Mesa, CA

    Jennifer A. Rosales, P.E., T.E., PTOE is the Transportation Services Manager/City Traffic Engineer at the City of Costa Mesa, CA. She has more than 25 years of experience in traffic engineering, transportation planning and design, and senior project management. Ms. Rosales is recognized internationally as an industry leader in innovative street design and contextually complete streets. She is active speaking and publishing internationally with over 25 publications and developed an award-winning, comprehensive practitioner’s guidebook called Road Diet Handbook: Setting Trends for Livable Streets. For her work on the Road Diet Handbook, Jennifer Rosales was named to the "2007 Trendsetters List" in Public Works magazine. Jennifer is a Fellow Member of ITE and has served as ITE Western District International Director, ITE Western District President, Oregon Section President, Student Chapter President at Oregon State University, and past Chair of ITE’s Standing Committee on Ethics.

  • Edward C. Kemp, P.E., P.S., City Engineer, City of Starkville, Starkville, MS

    Edward Kemp is a Starkville, MS native and earned his bachelor and master’s degrees from Mississippi State University in Civil Engineering. He is currently the General Manager of Starkville Utilities, a department of the City of Starkville providing water, sewer, and electric utility service to over 14,000 customers. Prior to his time at Utilities, he served as the City Engineer and Director of the Streets and Engineering Departments for 14 years. During that time, Kemp managed the City’s capital improvement program including all locally, state, and federally funded transportation projects. He is a licensed professional engineer and surveyor and a LEED accredited professional. Prior to his role in public service, Kemp worked in the private sector for over a decade on multi-disciplinary design projects including large scale residential and mixed-use projects.
    In his spare time, Edward enjoys spending time with his wife Leah, and his three children. He enjoys outdoor activities and cheering on his alma mater in collegiate sports.
