Webinar Description:
The
Federal Highway Administration defines automated traffic signal performance
measures (ATSPM) as “a collection of data analytics tools and approaches that
automatically collect and convert high-resolution traffic controller data into
actionable performance measures.” While undoubtedly powerful and aid
professionals by enabling a shift from reactive to proactive management, ATSPMs
require significant equipment upgrades and additional detection to gain full
benefits.
As
an extension and complement to ATSPMs, ‘virtual’ SPMs approach signal analysis
by analyzing the quality of flow of vehicles through intersections, for any/all
movements, without the need for ANY new infrastructure investments. In 2021,
INRIX published the first comprehensive nationwide assessment of traffic signal
performance via virtual SPMs, the INRIX U.S. Signals Scorecard. The Signal
Scorecard has been updated twice, most recently in the spring of 2023 based
upon nearly 5 billion samples across more than 240,000 intersections across
different seasons of 2022.
Building
upon the 2022 U.S. Signals Scorecard, this session will leverage
data from the first half of 2023 to provide an updated analysis on traffic
signal demand and performance for more than 260,000 US intersections. Data from
7 straight quarters and 8 quarters overall since late 2020 provide
unprecedented insights and are now allowing year-over-year trending.

- Understand key ‘Virtual’ Signal Performance Measures (SPMs), and how they compare and contrast with infrastructure-based SPMs
- Learn how connected vehicle data can be used to assess national and regional results and trends for traffic volume, and the key SPMs of delay/vehicle, arrival on green and split failures
- Discuss the benefits and drawbacks of sampling approach to SPMs using connected vehicles
- Review how traffic demand has changed post-Covid and discuss if we have reached the ‘new normal’ for traffic volume patterns
- Explain how networkwide data can be used to screen for anomalies to aid in reducing unnecessary intersection delay
