In 2021, an estimated 42,915 lives were lost on U.S. roads, and early estimates for 2022 show similar numbers of people dying on our roadways. The Infrastructure Investment and Jobs Act (IIJA), also known as Bipartisan Infrastructure Law (BIL), established the new Safe Streets and Roads for All (SS4A) discretionary program to fund regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries. The SS4A program supports USDOT’s National Roadway Safety Strategy and the Department’s goal of zero deaths and serious injuries on our nation’s roadways. The fiscal year (FY) 2023 Notice of Funding Opportunity (NOFO) for SS4A grants is open for applications and includes two types: Planning and Demonstration Grants and Implementation Grants. This webinar will help potential applicants by providing an overview of the SS4A program and the grant application process.

  • Provide an overview of the SS4A program (e.g., applicant eligibility for grant funding, activities eligible for the SS4A program, types of grants, deadlines, etc.)
  • Explore the USDOT perspectives on last year and changes for this year.
  • Discuss lessons learned, challenges, and success stories from an agency that was awarded SS4A grants in 2022.
  • Explain the process to develop SS4A proposals and provide advice for potential applicants.

  • Moderator: Karyn Robles, AICP, MPA, Director of Transportation | Village of Schaumburg

    Karyn Robles has over 15 years of municipal transportation planning experience and is the Director of Transportation for the Village of Schaumburg, Illinois, a suburban community located northwest of Chicago. She received a B.A. from Miami University in Public Administration and Urban and Regional Planning and a Masters of Public Administration from the University of Illinois at Springfield. As Director of Transportation, Karyn is responsible for managing the Village’s transportation network including oversight of the Village’s multi-modal transportation planning efforts which includes the investigation of new transportation improvements, technologies, and funding opportunities as well as management of the municipal airport and helistop, traffic signal, transit, and bikeways programs. Before joining the Village of Schaumburg, Karyn worked for the City of Naperville, Illinois and the City of Carmel, Indiana.

  • Paul Teicher, USDOT Office of the Secretary | Office of Policy Coordination and Development

    Paul Teicher is a Transportation Policy Analyst at the U.S. Department of Transportation, and is the program manager for the Safe Streets and Roads for All discretionary grant program. Paul is in the Office of the Secretary, and works on transportation policy issues with a focus on safety and data.

  • Carissa Markel, P.E., Transportation Planning Manager | Road Commission for Oakland County (MI)

    Carissa Markel is the Transportation Planning Manager in the Planning and Environmental Concerns Department at the Road Commission for Oakland County (RCOC). Carissa has over 18 years of combined experience in transportation planning and engineering. She holds both a bachelor’s degree and a master’s degree in civil engineering from Wayne State University and is a licensed Professional Engineer (PE). Carissa oversees the Transportation Planning Division which conducts a wide range of short- and long-term transportation planning for both the agency and communities within Oakland County. She also serves as staff to the Oakland County Federal Aid Committee, which allocates the federal road funding coming to the county. She is responsible for developing general agency plans, leading safety studies and initiatives, overseeing federally mandated Planning and Environmental Linkage (PEL) and Environmental Assessment studies, and securing grants and other funding opportunities. Prior to joining the RCOC Planning and Environmental Concerns Department, Carissa worked in the RCOC Traffic-Safety Department as a Traffic-Signal Engineer.

  • Sarah Abel, SEED, RSP1 | Sustainable Safety Practice Lead | Toole Design

    Sarah is Toole Design’s Sustainable Safety Practice Lead. She is a subject matter expert in Vision Zero and the Safe System Approach, and has been involved in the early research and implementation of the Safe System Approach in the United States. She has experience managing planning, Complete Streets, safety, active transportation, curbside management, speed management, and Vision Zero efforts. She has served as the technical lead developing a national Safe System resource hub, Safe System Explanation and Framework, Safe System case studies, and Safe System Strategic Plan.
