    Pam Goodell is responsible for managing marketing for the entire ITE organization, including promoting ITE’s activities and events, overseeing sales and business development efforts, and managing ITE’s branding, including growth in brand awareness within the transportation and affiliated industries/professions (such as health, economic development, safety, and emergency response) and brand management. She also provides assistance to the Transportation Professional Certification Board and National Operation Center of Excellence as well as on contracts, as requested.

  • Joseph Balskus, P.E., PTOE, RSP1, President, Board of Directors, Transportation Professional Certification Board and Director of Transportation Systems, VHB, Wethersfield, CT, U.S.

    Joe a senior management level technical leader with a broad background in the technical design and management of progressive transportation systems. He has worked for New England DOT’s on traffic signal systems, ITS, roadway/expressway reconstruction projects and traffic management plans. He has also worked on corridor studies for regional planning agencies and dozens of municipalities. He has prepared studies and master plans for the higher education and institutional and large commercial markets. He also understands the private development arena with having secured approvals for dozens of retail and mixed use and TOD projects across southern New England. He has led traffic engineering efforts for master planning efforts for large casinos in CT and MA.

  • Luana Broshears, PhD, PE, PTOE, RSP2i , Planning and Safety Director, ITE—A Community of Transportation Professionals, Washington, DC, U.S.

    As ITE’s Planning and Safety Director, Luana is involved in research, technical assignments, and project management to support internal projects and federal contracts. She also serves as Technical Programs Associate for the National Operations Center of Excellence (NOCoE), where I am primarily responsible for the development of NOCoE services such as webinars, peer exchanges, and summits.

  • Dan Hardy, P.E., PTP, Retired (Former Member, Board of Directors, Transportation Professional Certification Board), Alexandria, VA, U.S.

    Dan Hardy is retired and was a principal with Renaissance Planning in Arlington, VA where he focused on projects for government clients that integrate transportation and land use. He has over 30 years of experience in both private and public sector positions developing transportation solutions and policy and project levels to optimize multimodal travel demand and transportation network services in congested communities.. Dan received his BSCE and MSCE from Michigan State University. Dan is a former chair of ITE’s Transportation Planning Council and Sustainability Task Force and a co-author of ITE’s Recommended Practices on Transportation Impact Analyses for Site Development and Planning Urban Roadway Systems.

  • David Petrucci, P.E., PTOE, RSP2I, Member, Board of Directors, Transportation Professional Certification Board and Senior Safety Engineer, FHWA, Washington, DC, U.S.

    Mr. Petrucci is a member of the Safety and Design Technical Service Team and serves as a Safety Engineer with the Federal Highway Administration's Resource Center. Mr. Petrucci is a licensed Professional Engineer (P.E.) as well as a certified Professional Traffic Operations Engineer (PTOE) and certified Road Safety Professional (RSP2I).

  • Ann O’Neill, Certification Program Manager, Transportation Professional Certification Board, Washington, DC, U.S.

    Ann O’Neill is responsible for all administrative aspects for the TPCB certification programs, processing new applications; working with each candidate to ensure their application is complete and approved for appropriate exam; and serving as liaison with the testing company to provide a flawless testing experience to candidates
