1.00 Standard Credit - Hear a summary of the newest changes to DWI and implied consent laws passed by the legislature this year and their rationale. In addition, the speakers will identify possible legal challenges and provide suggestions for responsive arguments.


  • David Bernstein, Assistant Minneapolis City Attorney,

    David Bernstein grew up in the Twin Cities and attended college at the University of Michigan. He graduated from Hamline Law School and then clerked for Judge Robert Small in Hennepin County District Court for 3½ years on a criminal rotation. While with Judge Small, David clerked the Hennepin County Brooks case at the district court level. After clerking with Judge Small, David became a prosecutor at the Minneapolis City Attorney's Office, where he took a lead role in responding to McNeely and Brooks motions submitted by defense attorneys. David was also recently elected as Director of the Minnesota DWI Task Force.

  • William Lemons, Traffic Safety Resource Prosecutor

    In this position, Mr. Lemons provides training, research, technical assistance and support to Minnesota’s prosecutors, law enforcement and other traffic safety partners. The program is funded through a Federal grant administered by the Minnesota Office of Traffic Safety.
