BRIEFING: Contingency Planning During a Pandemic: Planning for Fall

Several weeks into the COVID-19 pandemic, many campus leaders have shifted from a reactionary paradigm to a forward-looking plan for recovery. As presidents and senior leaders consider various scenarios for business operations in the fall, college and university counsel are called upon to serve as strategic thought partners, while identifying and managing the myriad legal issues that are implicated as institutions plan for the future. In this 45-minute, audio-only briefing, NACUA members Amy Hass, Vice President and General Counsel at the University of Florida, and Scott Warner, Partner at Husch Blackwell, LLC will discuss:

  • How to structure a proactive planning process with the President and the Board
  • Long-term operational and legal issues related to students, employees, and research
  • How to navigate tumultuous political waters and disagreements among stakeholders, all the while keeping sight of institutional mission and priorities.

  • Amy Hass

    Amy Meyers Hass serves as the Vice President and General Counsel for the University of Florida, overseeing the legal affairs of the University and its affiliated entities. Her duties include representing and advising the University on legal matters relating to governance, research, constitutional issues, athletics, international endeavors, litigation and governmental investigations. Prior to joining the Office of the Vice President and General Counsel in 2006, Amy was a litigator with Sutherland Asbill & Brennan LLP (now Eversheds Sutherland LLP) in Atlanta and New York where she represented financial services companies and individuals in a wide range of government enforcement proceedings, civil litigation, white collar criminal defense, and internal corporate investigations. Amy graduated, with honors, from the University of Florida Levin College of Law and earned her undergraduate degree from Furman University where she was a member of the women’s soccer team. Amy serves on the AAU General Counsels Committee, is a frequent presenter at national conferences, and has previously served on the Florida Bar’s Education Law Committee and on the Editorial Board of the Journal of College and University Law.

  • Scott Warner

    Scott L. Warner, a partner at Husch Blackwell LLP, is a member of the firm’s Healthcare, Life Sciences & Education team, and represents higher education institutions in a wide range of governance, faculty, student, and general employment matters. Prior to his current position, Scott was a partner at Franczek Radelet PC, a partner at Babbitt, Land & Warner LLP, an Associate and Assistant General Counsel at Northwestern University, and an Associate at Sidley & Austin. Scott has been a member of NACUA since 2002. He currently serves as Vice Chair of the Committee on Strategic Planning where he previously served as a member. His prior NACUA committee participation also includes service on the NACUANOTES Editorial Board (two years as Chair and four years as Vice Chair), Committees on Legal Education, Membership and Member Services (including a year as Vice Chair), and Web Legal Resources; and the Work Group on Local Arrangements. Scott earned his B.A. in political science from the University of Michigan in 1993 and his J.D. cum laude from the University of Michigan Law School in 1995.
