Lucy France
Lucy France, General Counsel at the University of Montana – Missoula, has been a member of NACUA since 2008. Prior to her current position, she served as Director of Equal Opportunity /Affirmative Action at the University of Montana and as an Associate and then Partner at Garlington, Lohn & Robinson, PLLP in Missoula. Lucy currently serves as Chair of NACUA’s Committee on Strategic Planning, as an Ex Officio member of the Committee on Finance and Audit and as a member of the 2019 General Counsel Institute Planning Group. She previously served both as Vice Chair and as a member of the NACUANOTES Editorial Board and as a member of the Committee on Legal Education. Some of her other nonprofit service, included service as a Board member and President of the Missoula Community School, as a Board member and Secretary of the Missoula Cultural Council, as Secretary and chair of annual dinner of the Women’s Section of the State Bar of Montana, as a member of the National Multiple Sclerosis Society, Montana Leadership Council, as Chair of the Diversity Standard for NCAA accreditation and on the Margery Hunter Brown Law Assistantship Committee. Lucy earned her B.A. in 1989 from the University of California, Berkeley and her J.D. in 1993 from the University of Montana School of Law.

James Keller
James (Jim) A. Keller, Partner and Chair of Saul Ewing Arnstein & Lehr’s Higher Education Practice, defends colleges and universities and advises them on critical issues of compliance, policy, and liability. Jim has led teams in both proactive and reactive internal investigations across a wide swath of higher education compliance and risk management issues, including compliance with the Clery Act, Title IX, student deaths, hazing, sexual assault, and alcohol abuse and use on campus. Jim has also provided Title IX training and presentations across the country and is actively defending civil actions that include Title IX claims. Jim also serves as general counsel to several colleges and universities that do not have inside counsel.
