BRIEFING: The Chinese Personal Information Protection Law

On November 1, 2021, China’s Personal Information Protection Law (PIPL) takes effect. Similar in principle to the GDPR, this law, in concert with China’s other data and cybersecurity laws, will govern the collection, processing and cross-border transfer of the “personal information” of individuals in Mainland China. Its extraterritorial application extends to various college and university operations, such as the recruitment of prospective applicants, the enrollment of Chinese students, the delivery of online programs, and the engagement in international collaborations with Chinese partners.
