The Biden administration has just
released its long-awaited guidance on compliance with National Security
Presidential Memorandum 33 (NSPM-33), issued by President Trump in the last
week of his administration, nearly one year ago. Aimed at bolstering the
security of America’s federal research and development enterprise against undue
foreign influence and threats, the guidance provides details regarding new
disclosure requirements (and consequences for violating those requirements) for
members of the scientific community as well as the requirement that
federally-funded research institutions implement research security
