Description

Thomas Wheeler, Acting Assistant Attorney General for the Civil Rights Division at the U.S. Department of Justice, and Candice Jackson, Acting Assistant Secretary for Civil Rights at the U.S. Department of Education, will address the Departments’ key priorities as they relate to higher education, as well as the anticipated approach to a variety of issues, including the ADA (e.g., website accessibility and threat-to-self), Title IX (specifically sexual misconduct), and regulations and subregulatory guidance. Mr. Wheeler’s and Ms. Jackson’s session will provide an opportunity to learn more about the Administration’s approach and positions on issues of importance to attendees and the larger higher education community.

  • Candice Jackson

    Candice Jackson currently serves as both Deputy Chief of Staff for the Secretary of Education, and Deputy General for the U.S. Department of Education. Prior to assuming this role, she served as the Acting Assistant Secretary for Civil Rights in the Office for Civil Rights, Department of Education. Candice has an undergraduate degree in Economics from Stanford University and a J.D. from Pepperdine University School of Law. She litigated with the nonprofit organization Judicial Watch, then practiced in southern California, Oregon, and Washington, focusing on employment and business litigation, civil rights and anti-discrimination cases, and entertainment law. Her broad range of litigation experience representing both victims and the accused in sexual harassment and various racial and gender discrimination claims, inspires her to embrace the core mission of Department of Education work in this area.

  • Thomas Wheeler

    Tom Wheeler serves as the Acting Assistant Attorney General for Civil Rights with the US Department of Justice. Prior to his current position, Mr. Wheeler was a partner at Frost Brown Todd LLP representing schools, municipalities and state agencies in litigation matters. Mr. Wheeler has served in various bar leadership roles such as the Board of Governors for the Seventh Circuit Bar Association; President of the Federal Bar Association-Indianapolis Chapter; Vice chair of the Republican National Lawyers Association; Chair of the Council of School Attorneys for the National School Boards Association; Member of the Board for the National School Boards Association; Director of the Defense Trial Counsel of Indiana; and Chair of the Indiana Republican Lawyers Association. He has over 29 years of jury, bench, and administrative trials with more than 100 appeals in various state and federal courts as well as the United States Supreme Court. Mr. Wheeler served as an elected member of the Boone County Council, and worked extensively with Governors Mitch Daniels and Mike Pence on legislative and policy issues, primarily in education related matters.

    Mr. Wheeler is a graduate of Indiana University School of Public and Environmental Affairs, receiving a BS in Public Affairs with a focus on Law & Public Policy. He received his JD from Indiana University Maurer School of Law and is licensed to practice law in the State of Indiana, the Commonwealth of Kentucky 3rd, 6th, 7th, 8th, and 9th federal circuits as well as the United States Supreme Court.

    Mr. Wheeler is a two-time winner of the Indiana State Bar Association's Benjamin Harrison Writing Award; the Burton Award for Legal Achievement, co-sponsored by the Library of Congress; Best Lawyers in America(r), 2007-2015; Indiana Super Lawyers(r), 2009-2010, 2012-2015; 2016 Municipal Lawyer of the Year; AV(r) Rated, Martindale-Hubbell(r); Indianapolis Bar Foundation Distinguished Fellow.
