2023 June Quarterly Government Relations Update

IRS’s Office of Professional Responsibility (OPR) plays a critical role for enrolled agents. OPR seeks to support effective tax administration by ensuring all tax practitioners, tax preparers, and other third parties in the tax system adhere to professional standards and follow the law. OPR aims to increase awareness and understanding of Circular 230 and OPR through outreach activities as well as to apply the principles of due process to the investigation, analysis, enforcement and litigation of Circular 230 cases. Timothy J. McCormally will be joining us for the webinar to talk about OPR and the important role it plays for enrolled agents.

  • Thad Inge

    Thad Inge is vice president at Van Scoyoc Associates. He is well-respected in Washington as a legislative and regulatory strategist with an ability to work across the aisle and drive results. His years of government and private sector experience have provided him a unique skill set on a range of tax, small business, tax administration, benefits, fintech, and payments issues. Thad began his career in the United States Senate and then spent six years as a political appointee in the Obama administration, where he headed legislative affairs for the Small Business Administration. Prior to joining Van Scoyoc Associates, Thad led government relations at Paychex, Inc., where he established a D.C. office and helped the company navigate a range of complex public policy issues.

  • Michelle McCaughey

    Michelle McCaughey is NAEA’s director of government relations. She is a government affairs professional with experience establishing and implementing strategies for successful advocacy, media, education, and stakeholder engagement programs. Prior to joining NAEA in May 2020, Michelle was senior government affairs representative for a Fortune 500 independent petroleum refiner and operations manager for the corporation’s employee political action committee. Her career spans more than 30 years in corporate, association, and government environments including seven years on Capitol Hill as public information officer for the United States Senate Committee on Energy and Natural Resources.

  • Timothy McCormally

    Timothy McCormally joined the IRS’s Office of Professional Responsibility as a Special Counsel in February 2021, and from September 2022 to April 2023, he served as OPR’s Acting Director. Previously he served 7 years as a director in KPMG’s Washington National Tax Practice, 30 years with Tax Executives Institute (both as general counsel and executive director), and 6 years as a tax associate with the predecessor of Eversheds Sutherland. Timothy received his bachelor’s degree from the University of Iowa and his law degree from Georgetown University Law Center. He is a frequent speaker and author on topics of tax ethics and professionalism, has published a book of poetry, and served four years on the Internal Revenue Service Advisory Counsel, including one year as Chair of the overall group.
