Academy Tier 2 is designed for mid-level career professionals who manage a program and or people within the procurement department. Objectives of this course focus on intermediate processes for educational procurement. Scroll down to add to cart. 

Positions that are encouraged to attend Tier 2 include the Buyer, Procurement Analyst, Business Analyst, Data Analyst, P-Card Administrator, Procurement Systems Analyst, Procurement Systems Manager, Purchasing Services Manager, Senior Buyer, Commodity Manager, Commodity Contract Manager, Customer Relations Manager, Supplier Diversity Manager, Category Lead and the Strategic Procurement Specialist/Manager.

Course Description
This Tier 2 Leadership Academy will focus on key areas instrumental for Procurement. Communication is fundamental to what we do – from building teams to developing our partnerships and client relationships. This area will focus on communicating effectively in many areas as a leader. Tips and how to’s that focus on leading effective meetings, negotiating and building supplier relationships. 

Influential leaders inspire action. They lead up, down and laterally, compelling others to contribute to a shared mission. What’s your influence factor? We’ll discuss strategies for cultivating influence and harnessing the strengths of your staff members as a high performing team motivated to put forth their best effort for your strategic objectives.

Future-focused procurement leaders employ data as an asset for process improvement and decision making. We’ll address valuable data collection, visualization and applications as well as strategies for utilizing data. 

Strategic procurement and contracts are the heart of the procurement department but many times these processes can become routine. We'll discuss industry best practices for developing contracts and managing them to create a more efficient process, building supplier partnerships and creating supplier diversity.

Nichol Luoma

Nichol Luoma is Vice President of University Business Services and holds the University Sustainability Operations Officer position. Luoma is a first generation college graduation and has nearly two decades global business operations leadership experience. She oversees multiple operations at Arizona State University including supply chain (procurement and materials management), auxiliaries, employee health, parking and transit, sustainability practices, risk management, physical security initiatives, emergency management, and environment health & safety. Luoma has been a resident of the Phoenix metro area for over 25 years. She graduated summa cum laude from ASU’s W. P. Carey School of Business and Barrett, the Honors College with a bachelor’s degree in supply chain management. She was further recognized as an undergraduate as ASU W. P. Carey School of Business Outstanding Graduating Senior. Luoma holds an Master in Business Administration (MBA) from Duke University and was honored at Duke as a Fuqua Scholar. She was appointed to the Western Association of College and University Business Officers (WACUBO) in 2021 and is a Past President (2018-2019) of the National Association of Educational Procurement (NAEP). Nichol is also a faculty member for NAEP and WACUBO.

Ray Hsu
Executive Director 
UW Procurement Services 
Ray Hsu is the Executive Director for UW Procurement Services, an organization responsible for the procure-to-pay life cycle of activities for the University of Washington Academy including vendor onboarding/management, procurement systems support, business diversity/sustainability, strategic sourcing/contracting, payment operations, travel and expense and tier-one customer support. When asked how he contributes to the success of his institution, Ray often views himself as an "translator" of campus' procurement and contracting requirements, and an aspired trusted advisor to the UW stakeholders.
Ray is a seasoned participant/contributor in NAEP starting out in 2003 as the former treasurer and then president of the NW Region and in 2016, was elected to be a member of the National Board of Directors representing District VI. He is also a current member of the NAEP's Emerging Initiatives Committee and has previously engaged in the Professional Development, and Business Diversity committees. Ray was a co-winner of NAEP’s 2016 Professional Perspective Award on the topic of embarking on a journey to plan, develop and execute on a complex Request for Proposal project.
In addition to his volunteerism within NAEP, Ray also contributes his time to a few other organizations including being a current member of the Amazon Business Customer Advisory Board, and the E&I Strategic Sourcing Advisory Board. Ray holds a BS in Mathematics from the University of Washington and a life-time certification as a Certified Purchasing Manager from the Institute of Supply Management.

NAEP understands from time-to-time circumstances arise necessitating changing or canceling plans to attend events. If you need to cancel your registration to the 2022 Procurement Academy, all cancellation requests must be received in writing by March 18, 2022. Should you need to cancel due to institutional policies, a copy of that policy signed by someone at the institution will need to be submitted. There is a $50 cancellation fee per registration to help off-set administrative costs. Refund requests received after March 18 will NOT be granted a refund. All refunds due will be processed after the academies conclude.
