Session 7: The Defense Contract Management Agency (DCMA) Perspective

Description

This presentation will provide an overview of the current DCMA perspective on subcontracting and the contract administration environment. Attendees will learn how to best engage with DCMA on current topics, including a brief status update on DCMA operations; DCMA strategic plan; DCMA reimbursable workload mission; cybersecurity assessments; DCMA as the Government Furnished Property (GFP) Service Provider for Financial Improvement and Audit Readiness (FIAR); issues with subcontractor versus prime contract administration; subcontracting issues for small businesses; and subcontracting issues for contract closeout.

Learning Objectives:
1. To understand the role and mission of DCMA in the subcontract arena.
2. To understand how current topics such as cybersecurity and GFP accountability impact defense subcontractors.
3. To understand how a subcontractor can best interface with the government contracting offices to achieve organizational goals.

    Andrew Obermeyer is the Director of DCMA’s Business Operations Center, providing consolidated operational support to the DCMA Contract Management Offices and the military services and agencies for the business functions involving CPSRs, plant clearance, terminations, and property administration. He joined the Defense Contract Management Agency in 2012 after previously holding senior contracting positions with the TRICARE Management Activity, the Missile Defense Agency, and the OUSD(AT&L) Defense Procurement and Acquisition Policy office. He retired from active duty in the U.S. Air Force in 2003. He is a graduate of the Industrial College of the Armed Forces and holds a master’s of national security strategies degree and the senior acquisition course certificate, a bachelor's degree in business administration from Georgia State University, and a master's degree in public administration from the University of Dayton. He is a distinguished graduate of the Squadron Officers' School and a graduate of both Air Command and Staff College and the Defense Systems Management College's Advanced Program Managers Course. He has presented many National Educational Seminars for the NCMA and has taught as an Adjunct Professor for the University of Maryland's European Division. He is a CPCM and NCMA Fellow, and has held multiple NCMA Chapter and national leadership positions. He received the NCMA National Achievement Award at the World Congress 2006 and the Charles A. Dana Distinguished Service Award at the World Congress 2012. He served on the NCMA Board of Directors from 2007–2010.
