Description: Buy American Act compliance can be confusing for buyers and sellers alike. Recent changes may make compliance even more complex. Join this webinar for a review of recent, important changes to the Buy American Act (BAA) and implications for the Trade Agreements Act (TAA). Presenters will discuss new and old seller compliance issues while providing buyers with a greater awareness of seller challenges and the potential impact on contract pricing.

    Manager, Contracts and Compliance, Energy Systems Group

    George Sullivan currently works as the Manager of Contracts and Compliance Federal Business Unit of Energy Systems Group (a NAESCO-accredited Energy Service Company). In this capacity, George acts as a federal procurement subject matter expert during the planning, negotiation and administration of all of Energy Systems Group’s (ESG) contracts with federal agencies. George also ensures compliance with all FAR clauses and associated reporting. Prior to ESG, George worked as: a contracting officer for the Overseas Private Investment Corporation, where he was the senior CO responsible for all IT and legal services procurement; a contract specialist supporting the Propulsion Division of the Joint Strike Fighter Program (i.e. buying and sustaining F-35 stealth fighter jet engines); and as a contract specialist for the Space and Missile Systems Center at Los Angeles Air Force Base where he planned, solicited, awarded and administered contracts for the Development Planning Directorate (R&D), the Range Division (i.e. sustainment of the US space launch complexes at Cape Canaveral and Vandenberg AFB), and the Space-Based Infrared System Directorate responsible for acquiring and fielding the US infrared missile warning and defense satellite system.

    George is Level III certified in contracting, Level I certified in Program Management and is fluent in Russian. He is also a member of NCMA and the ABA Public Contract Law Section, an active member in good standing of the Florida Bar and an inactive member in good standing of the California Bar. He graduated cum laude from Florida International University College of Law, holds an MBA in International Management from Thunderbird Graduate School of Management and a BA in Russian Studies from UCLA.

    Erin Felix is a shareholder in the Government Contracts practice at Polsinelli PC in Washington, DC. She assists companies who contract with U.S. federal, state, and local government and other public entities with navigating the various procurement laws and regulations associated with selling to the government and receiving government funding. Erin managed complex contracts and subcontracts for a Tier 1 contractor for nearly 15 years prior to practicing law and draws upon her deep, hands-on business experience to provide practical solutions for clients in all facets of government contracting. She advises traditional and nontraditional contractors and subcontractors on a wide array of acquisition issues, including data rights licensing, supply chain and cyber security, certified cost and pricing data concerns, and compliance programs, with a focus on the commercial information technology and traditional aerospace and defense industries. Erin also regularly represents clients in protests, disputes, and other administrative proceedings and counsels clients on export compliance issues.
