Marvin L. Horne is the Deputy Assistant Administrator for the Office of Procurement, Agency Procurement Ombudsman, and Competition Advocate. In this role, he shares responsibility for providing senior executive leadership and oversight of NASA's procurement functions, coordinating, reviewing, evaluating, and ensuring the timeliness and effectiveness of the full spectrum of NASA procurement activities to an acquisition workforce of more than 4,000 personnel. Mr. Horne also serves as the Agency's Procurement Ombudsman and Competition Advocate.
Mr. Horne is the recipient of numerous performance and group achievement awards, such as the NASA Administrator’s Gears of Government Initiative Award, a Silver Snoopy Award, NASA’s Early Career Achievement Medal, and the Air Force Achievement Medal.
Energized by contract management and business challenges, Jessica is committed to helping sharpen the business acumen of other contract professionals through engagement in local chapter initiatives and NCMA national training opportunities. Jessica is a Past President of NCMA's Dulles Corridor Chapter, is an Advancing Professionals Award and Fellow Award recipient, holds CFCM and CPCM certifications, and is a current member of NCMA National's Professional Development & Certification (PD&C) Committee. Jessica is a graduate of Howard University (BBA) and Virginia Tech (MBA).
Madalynn is part of the CMLDP class of 2024 and currently a Contracts Administrator II at Mission Technologies, a division of HII. She earned a Graduate Certificate in Public Procurement & Contract Management from Old Dominion University and a Bachelor’s of Science in International Business and Green Belt Certification in Lean Six Sigma (Operational Excellence) from Saint Vincent College.
