PRIM&R On Demand: Research With American Indian and Alaska Native (AI/AN) Tribes and Communities

PRIM&R On Demand offers recorded workshops from past PRIM&R events to provide flexible group learning opportunities for your team. Select a pre-recorded program taught by expert faculty on relevant issues for human subjects protections and animal care and use, optimized for group viewing; feel free to watch however works best for your needs, whether that’s all together in one room, or separately while working from home. The viewing guide document includes the time stamps of different sections, to help you stay on track.

This interactive Workshop presents research experiences of American Indian / Alaska Native (AI/AN) Tribes and communities—hereafter “Tribes”—and Tribal-based IRBs, and the COVID-19 epidemic and a vaccine trial. First, an AIAN IRB expert overviews Tribal people in the US and the range of research they have experienced, from highly harmful to highly beneficial. The Lummi Nation’s Clinical Director next presents the innovative efforts of that Tribe to manage and control the COVID-19, that illustrate the strengths and resilience of current-day Tribes to survive. Realizing that an effective vaccine will be necessary, the Tribe and its institutions join a vaccine trial, but only if it accepted Tribal sovereignty and respected the Tribe as a research partner in a Community-Based Partnering Research (CBPR) effort. The Tribal Attorney then discusses Tribal sovereignty, and describes the legal Data, Material, and Biospecimen Sharing and Ownership Agreement that permits full vaccine science yet fully protects the Tribe from harms. Finally, an official of the Tribe’s IRB discusses its Tribal-based review of a randomized clinical trial of an IND vaccine, a review fully compliant with 21 CFR 56 yet that “went above the regulatory floor” by also minimizing harms and maximizing benefits to/for Tribes.
*This workshop was orginally presented at the AER20 conference
