  • Carl Baldassara

    Carl Baldassarra is a nationally recognized expert in fire protection engineering, including fire/life safety analysis, egress design, fire protection system design and analysis, code consultation; loss investigations, and related services for a wide range of facilities and systems. Over his career, he has managed operations, led project teams, and participated in numerous design, consulting, and research projects. Carl is also a recognized authority for his development of innovative design solutions using performance-based principles for a wide range of facilities to meet clients’ design objectives. His experience has also involved loss prevention surveys, on-site construction period services, litigation support, water supply analysis, and expert testimony in virtually all types of building occupancies.

  • Jeffrey Harper

    Mr. Harper is a degreed fire protection engineer from the University of Maryland. He has been a licensed professional engineer for 30+ years and has worked with JENSEN HUGHES, Inc. for 32+ years, working as a firefighter paramedic for 10 years prior to that. Jeff is currently a technical fellow and senior consulting engineer located in Chicago.  Jeff has worked on many projects developing fire and life safety programs, evaluating code compliance and developing equivalent approaches. He's helped develop both Editions of the SFPE Guide to Fire Protection in Very Tall Buildings. He is Immediate Past Chairman on the Chicago Committee for High Rise Buildings (CCHRB) and participates on the Steel/Timber Research Group for the Council for Tall Buildings and Urban Habitat (CTBUH). His tall building experience includes Burj Khalifa and Kingdom Tower, among others.  Jeff has worked on loss investigations and failure analyses. He has been involved in the design, testing and commissioning of fire protection systems to include suppression systems, fire detection and alarm, smoke control and passive fire and smoke containment systems. He has provided fire protection and building code consultation on a number of large, complex projects, assisting design teams with developing code compliance and, when necessary, equivalency solutions using performance-based design concepts that meet the intent of the building codes. Mr. Harper participates in code development technical committees at the national level and was a Fire/Life Safety Group co-chair for the recently completed CBC Code Update effort.
