UCSF has rolled out a Principal Investigator (PI)-oriented tool, Award Verification, to replace the effort reporting system. This new tool meets the requirements of the Uniform Guidance for after-the-fact payroll verification. It provides for a one-stop portal for the PI to verify not only payroll charges but all financial charges on not only just federal awards but all of extramural funding (grants, contracts and gifts). It leverages the University's existing financial management tools related to general ledger reconciliation to reduce the administrative burden not only for the PI but for their entire team. The session will help Research Administrators learn about ways to leverage their existing financial tools to reduce administrative burden while still fully complying with the federal regulations.

  1. Describe the process UCSF undertook to gain PI and other key stakeholder input and buy-in to the planned change.
  2. Recognize the key elements of the tool that ensure federal compliance and maximize overall financial management process.

    Mary Catherine “MC” Gaisbauer is the Business and Integration Manager reporting to Chief Ethics & Compliance Officer and Senior Associate Vice Chancellor of Research for UCSF. In this role, she is responsible for the research integration of the UCSF Benioff Children’s Hospital of Oakland and other major research related strategic projects. She has a strong public sector financial background with a focus on research administration, international operations, and business process improvement. Previously, she served as UCSF’s Assistant Controller, Contracts and Grants Accounting, and as the controller at several major US research institution and a global public consultant/auditor. MC holds a BBA in Accounting from Texas Tech University.

    Ellyn McCaffrey, CFRA, is the Assistant Controller, Contracts & Grants Accounting at the University of California, San Francisco. She has 13 years of post-award research administration experience at UCSF. Ellyn’s work experiences have included a focus on the entire lifecycle of a sponsored award from award set-up through closeout; managing the entire research portfolio at UCSF for central office activities. Her current responsibilities include leading post-award management and financial oversight of UCSF’s sponsored research including award set-up, sponsor billing, collections, financial reporting, award close-out; assuring compliance with all Federal and State research standards and regulations;overseeing internal and external research audits; developing and deploying internal controls and campus accountability strategy; and participating in strategic initiatives impacting UCSF post-award management.
