Encore | A Series of Annual Meeting iSessions

The session will review the requirements for subrecipient monitoring under OMB Uniform Guidance 2 CFR 200. Topics under this session include: subaward vs. contractor determination, institutions policies on UG, risk assessment, risk mitigation, subrecipient monitoring, and more. The session will also briefly discuss FFATA reporting. This session will be interactive and encourages participants to share ideas from their respective institution.

Learning Objectives:

  1. Explore ways to minimize the burden of 2 CFR 200 requirements and recognize additional requirements for risk assessment and monitoring, and understand documentation obligations for monitoring.
  2. Review of FFATA reporting requirements.

    Mr. Regnier Jurado is the Director of Research Management Solutions, Office of Research and Economic Development at Florida International University (FIU). He has over 20 years of experience in research and financial administration. In his current capacity he serves the Subaward Team with contractual, compliance, and monitoring matters. He has successfully provided training and development; reliable and compliant oversight of grant activities and procedures; and collaborative development and implementation of systems and processes to optimize organizational accountability. Regnier has also served as Trainer/Mentor on a NIH-funded collaboration to assist in developing the Office of Sponsored Programs at Muhimbili University and Allied Science (MUHAS) in Tanzania. The collaboration included MUHAS, University of California-San Francisco, and Dartmouth College.

  • Donna Kiley, Director, Post Award, Office of Research and Economic Development, Florida International University

    Ms. Donna Kiley is the Director of Post Award, Office of Research and Economic Development at Florida International University (FIU). She has over 15 years in research administration and 15 years in public accounting. In her current capacity, she has overall responsibility for the financial administration of contracts and grants awarded to FIU. Donna directly supervises the Subrecipient Monitoring Post Award Coordinator. She has presented on Subrecipient Management and Monitoring over 15 times in the last 5 years at national, regional and local conferences in the field of research administration. Donna is experienced in public speaking, project management, regulation interpretation and policy development. She has a vast knowledge of federal guidelines, is a liaison on sponsor audits and developed education and training programs. Donna is actively engaged in industry associations and is a Certified Research Administrator (CRA) and a Certified Financial Research Administrator (CFRA).
