Acquisition and Disposition of Property by the CityThis session will discuss the City Attorney’s role in the City’s acquisition of land, easements and other property rights by voluntary sale, dedication and condemnation, together with the disposition of City-owned property to include declaring property excess, street closure procedures and legal requirements. Discussion will include identification of legal and practical issues associated with the transfer of real property rights to and from the City, and potential title issues.

Debra M. Bryan is an Associate City Attorney in the Real Estate Section of the Virginia Beach City Attorney’s Office, representing the City and the Virginia Beach School Board in real estate-related matters. Prior to working for the City, Ms. Bryan served as in-house counsel for Sentara Healthcare, was a founding partner at Virginia Beach Law Group, and practiced residential real estate law at Kelsey Law, PC. Ms. Bryan earned her Juris Doctor at Regent University School of Law, and her Bachelor of Arts at Rutgers University.
