ROI Behind an E-learning Pivot, Necessitated by the COVID Pandemic

In our presentation, we plan to highlight the design of a process improvement intervention by creating e-learning modules that are be delivered remotely, the collaboration between learning and development and Care Management (CM) departments, and the successful outcomes of charting improvements that also saved time and money. Colorado Access (COA) is a private, non-profit healthcare company that is contracted by the Colorado Department of Health Care Policy and Finance (HCPF) to offer Care Management (CM) services to Medicaid members in the Denver Metro area. COA’s CM department consists of 65 employees who chart in an electronic health record. As part of a quality improvement initiative, CM leaders needed to improve the accuracy of charting to ensure that reporting to HCPF, accurately captures and represents the volume and quality of services the CM’s provide. We collected baseline chart data, created and presented an audit tool and job aides for CM staff, and developed 18 self-paced e-learning charting modules. In the past, chart training would take place in-person with learners and facilitators in the same room, but with the pandemic we had to find an effective remote delivery solution to keep employees safe. It takes about 4.5 hours to complete all modules, and each was designed to maximize learner retention. The modules were assigned to all current and new CM’s and completed within 30 days. A pre and post-intervention data comparison revealed a 29% increase in chart completion (76.26% pre and 98.36% post) within 12 months. Furthermore, we calculated the modules saved 351 hours of supervisor and manager training time, equating to a savings of $10,366.33 after subtracting the creation cost to make the modules. This was a successful pilot that can be duplicated and scaled to other training sessions for CM’s within and outside of COA.
