FSMB CLE Webinar: The Ethical Duty of a Government Attorney

About the Webinar
This online Continuing Legal Education (CLE) activity aims to provide guidance and best practices for government attorneys who represent state medical boards in their regulatory and disciplinary functions. It covers who is a government attorney, what ethical duties exist, and what the case law says about these duties. This will be an interactive session led by Sreenu Dandamudi, a former General Counsel for the Missouri Board of Registration for the Healing Arts, who also has experience as an Administrative Law Judge in Missouri hearing board related cases.

About the Speaker
Sreenivasa Dandamudi, JD, joined Sandberg Phoenix in 2021 as Counsel, bringing over 20 years of legal experience. He is a member of the Business and Health Law practice groups.
Most recently, Sreenivasa served as a Commissioner (administrative judge) with Missouri’s Administrative Hearing Commission ruling on complex cases involving Medicaid compliance, licensure of health facilities, multimillion dollar tax cases involving Fortune 500 companies, campaign finance compliance, medical malpractice discipline/employment disqualification lists and cannabis licensure appeals. Sreenivasa has 1,480 decisions published in Westlaw under “Missouri Administrative Hearing Commission decisions.” During his rotations as Presiding & Managing Commissioner, Sreenivasa regularly testified before both houses of the Missouri’s General Assembly to advance the Commission’s budgets.

Prior to his tenure as a Commissioner, Sreenivasa served as the Missouri medical board’s (State Board of Registration for the Healing Arts) first in-house General Counsel. During his tenure as General Counsel, he regularly drafted state regulations, including the current regulations that allow Missourians to receive flu vaccines from their pharmacists or simply go to a pharmacy’s nurse clinic and receive prescriptions for controlled substances. In drafting these regulations, Sreenivasa gained unique insight on the input provided by various lobbying groups and the navigation required in enacting regulations with the approval of the General Assembly’s Joint Committee on Administrative Rules. Sreenivasa also worked closely with the board’s medical staff and investigators in conducting investigations of licensees and applicants. Also, during his tenure as General Counsel, Sreenivasa was a member of the faculty for the annual Board Attorneys’ Workshops conducted by the Federation of State Medical Boards.

Sreenivasa began his legal career in the Missouri Attorney General’s office where he represented several state agencies. During his first year of licensure as an attorney, he was named lead counsel on Missouri’s first civil prosecution of an online pharmacy that dispensed legend drugs based on fraudulent prescriptions and received a favorable judgment for his client, the Missouri Board of Pharmacy.

About the Moderator
Frank B. Meyers, JD, currently serves as Deputy Legal Counsel for the Federation of State Medical Boards and has worked in the healthcare regulatory field for nearly ten (10) years. During that time Mr. Meyers has provided legal guidance and administrative leadership for a multitude of healthcare professions.

Before joining FSMB, Mr. Meyers served as the Associate Director of the Office of Health Professional Licensing Boards with the District of Columbia Department of Health. Mr. Meyers was promoted to the role of Associate Director following his tenure as Executive Director for both the District of Columbia Board of Medicine and the District of Columbia Board of Chiropractic, as well as Interim Executive Director for the District of Columbia Board of Nursing. Before coming to the District of Columbia, Mr. Meyers served as the General Counsel for the Missouri Board of Registration for the Healing Arts. Mr. Meyers earned his law degree from the University of Missouri-Kansas City School of Law in 2008 and is licensed to practice law in the District of Columbia.

This activity was designed specifically for attorneys and legal staff of state medical and osteopathic licensing boards, including individuals involved with the investigation and prosecution of physician licensure and disciplinary cases.
