About the Webinar

The opioid epidemic continues to have a devastating impact on countless lives. One significant concern is for patients who suddenly lose access to their opioid prescriber, medications for opioid use disorder (MOUD), or other controlled substances. In such cases, ensuring continuity of care becomes a critical factor in mitigating overdose risk. The Opioid Rapid Response Program (ORRP) is an interagency, coordinated federal effort to mitigate drug overdose risks among patients who abruptly lose access to a prescriber. Overseen by the U.S. Department of Health and Humans Services (HHS) Office of the Assistant Secretary of Health (OASH) and coordinated by the CDC and the Office of the Inspector General (HHS OIG), the ORRP supports the continuity of care of displaced patients who otherwise might face risks of withdrawal, overdose, or other harms. During this webinar, we will discuss how preparedness and state-coordinated response efforts between law enforcement, public health and state regulatory authorities can help mitigate overdose risk.

About the Speaker
Stephanie Rubel, MPH, leads the Overdose Preparedness and Response Team within the US Centers for Disease Control and Prevention (CDC), Division of Overdose Prevention. Stephanie has over 20 years of experience designing, managing and evaluating national public health programs, having worked as a consultant and federal government contractor supporting a wide range of public health program areas and largely focusing on enhancing multi-sector collaboration and public health emergency preparedness and response. In 2019 she joined CDC’s Center for Injury Prevention and Control to work on public health and public safety coordination in addressing the overdose crisis. Her team focuses on building state and local capacity to respond to overdose spikes, anomalies, and emergent threats. Since 2020, Stephanie has been building and directing the Opioid Rapid Response Program (ORRP), a federal interagency program designed to help mitigate risks among patients impacted by disrupted access to prescribed opioids or other prescribed controlled substances. She manages the program in coordination with the Office of Inspector General within the US Department of Health and Human Services and the Drug Enforcement Administration. Stephanie received a Master of Public Health in behavioral science and health education from Emory University in 2001.

About the Moderator
Jeffrey D. Carter, MD, became Chair of the FSMB in 2023 and has been a member of the FSMB Board of Directors since 2017. During his time on the board, he has held numerous committee appointments and served as Chair of the FSMB Workgroup on Diversity, Equityand Inclusion in Medical Regulation and Patient Care. Dr. Carter currently serves on the Missouri Board of Registration for the Healing Arts and was twice elected as its President. He isa graduate of Yale University School of Medicine, with postgraduate training in anesthesiology atWashington University School of Medicine. Dr. Carter has 25 years of practice experience as a board-certified anesthesiologist and is amember of Metro-West Anesthesia Group, Inc. in St. Louis. Dr. Carter’s contributions to clinical,administrative, and regulatory practice have been recognized by his peers yearly since 2007 with“The Best Doctors Award,” and he is the recipient of the St. Louis American Foundation’s “Excellencein Healthcare Award.”

  • Describe the strategic components of the ORRP as it relates to federal and state coordination, preparation, training, and monitoring of outcomes.

  • Explore the role state medical boards play and how they can help mitigate patient risk.
