    Dustin Lanier, a Certified Public Procurement Officer, founded Civic Initiatives in 2010. Civic Initiatives has provided procurement transformation assistance in over half of the US states in eleven plus years supporting operating model reform, spend management, and procurement automation. Prior to Civic Initiatives, Dustin held a variety of leadership roles related to strategic planning and contracting for ten years in Texas state government. Dustin graduated from Duke University with degrees in Public Policy Studies, and Latin American Studies, and is a husband and father of three boys.

    Aaron Carter is an Assistant Vice President at the University of Illinois, where he leads a team responsible for the statewide higher education cooperative activity in the areas of procurement, legislation, policy, and technology and oversight collaboration assisting more than 135 procurement professionals meeting the needs of over 200,000 students statewide. Through leadership of Illinois collective initiatives in Higher Education through the Illinois Public Higher Education Cooperative (IPHEC), State Universities have achieved savings in the tens of millions while growing spend with Certified Diverse partners to over 11 Million in FY 2019. Beyond the purchasing arena, Legislative and technological initiatives have been a priority to provide greater efficiencies in the day to day activity for the State’s Public institutions, while providing greater access to small and diverse businesses.
