Julie Blanford
Director GSA Employee Relocation Resource Center
Julie Blanford is Director of GSA's Employee Relocation Resource Center. Julie and her 7 team members manage relocation procurement programs that assist Federal agencies buy more than $400 million in household goods and homesale services annually. Among those programs is the Centralized Household Goods Traffic Management Program, known as CHAMP, through which approximately 88% of civilian agency household goods shipments are procured.
Julie joined GSA in 2008 during the financial and housing market crisis to adjust GSA programs to the shifting marketplace. Prior to joining GSA, Julie was a management consultant for 25 years specializing in relocation and housing studies, including DoD's annual Basic Allowance for Housing research and analysis and writing GSA's Governmentwide Relocation Advisory Board (GRAB) report.

James R. (Rick) Marsh
Director, Defense Personal Property Program at USTC J9
Mr. Marsh entered federal service as a Department of Army intern in 2002, and spent the majority of his career serving in battalion and brigade level assignments with the Surface Deployment and Distribution Command. Prior to his current position, Mr. Marsh served as Deputy Director, Strategic Plans, Policy and Logistics at U.S. Transportation Command. -
Charles Olden
Branch Chief, Contracts, Audits and Claims, US Department of State
Charles Olden joined the Department of State in May of 2000. Over the past nineteen years he has held various positions throughout the Logistics Management Division. These positions include Transportation Auditor, Transportation Coordinator, Contracting Officer Representative for Direct Procurement, Section Chief of DOS ITGBL Program, Deputy Director of the European Logistics Support Office, Transportation Operations Branch Chief and currently holds the position of Transportation Management Branch Chief.

Charles White
President, International Association of Movers
Charles “Chuck” White has been involved in the moving industry since 1994 when he went to work for Executive Moving Systems in Woodbridge, VA. Previous to that Chuck worked as a high school teacher and football coach in Maryland and Northern Virginia.
During his time serving as Director of Sales & Marketing at Executive he was elected to a volunteer position on the Executive Committee of the International Association of Movers (IAM), formerly known as the Household Goods Forwards Association of America (HHGFAA). He served on that Committee for four years and in 2005 he joined the IAM staff as their Director of Government & Military Relations. He held that position for 10 years and in 2015 Chuck was promoted to the position of Senior Vice President for the organization.
In January, 2019, Chuck became the President of IAM.
