Webinar Description
To provide participants an overview of terms related to speed limit setting, from design to operating speed, and approaches recognized for setting speed limits including engineering, expert and safe systems approaches. This webinar will include resources available for setting safe speeds and examples of successful speed limit setting programs and policies. The webinar is free and open to the ITE and non-ITE members thanks to funding by the Road to Zero Coalition.

Learning Objectives

  • Presenters will provide resources and tools available for setting speed limits.
  • Participants will learn important terms and definitions to discuss speeds.
  • Participants will be provided information on different speed limit setting approaches.
  • Presenters will highlight impacts of speed limit setting policies.

  • Randy McCourt, P.E., PTOE, Principal DKS Associates, International Vice President, ITE

    Randy McCourt is a Principal of DKS Associates with 40 years of transportation engineering experience and is a graduate of Oregon State and the University of California, Berkeley. He has been an active leader at all levels of ITE through his career and is currently the International Vice President ITE. He has authored several ITE publications ranging from chapters of the Traffic Engineering Handbook and Traffic Control Device Handbook to Parking Generation. He is also involved with an ITE sponsored group, the National Committee on Uniform Traffic Control Devices. Since 2007 he has chaired and participated in several task force activities in several areas including dynamic message signs, LED, setting of speed limits, BRT, parking signs and site roadways open to public travel.

  • Dr. Eric T. Donnell, Ph.D., P.E., Professor of Civil Engineering, Thomas D. Larson Pennsylvania Transportation Institute

    Dr. Donnell is a professor in the Department of Civil and Environmental Engineering at Penn State, and Director of the Thomas D. Larson Pennsylvania Transportation Institute. He has 21 years of teaching and research experience related to geometric design of highways and streets, speed management, and traffic safety. He has served as Principal or co-Principal Investigator on research projects from sponsors including the National Cooperative Highway Research Program, Federal Highway Administration, PennDOT, National Institute of Occupational Safety and Health, New York City DOT, Montana DOT, and the Department of Defense. Dr. Donnell has published more than 60 peer-reviewed journal articles and more than 30 technical research reports, including several related to speed management. He currently chairs the Transportation Research Board’s Design Section, and is past chair of the TRB Geometric Design Committee. He is an Associate Editor of the Accident Analysis and Prevention journal, as well as Associate Editor (in the design and safety areas) for the Transportation Letters international journal. Dr. Donnell is a past leadership fellow of the Eno Foundation.

  • Bryan J. Katz, Ph.D., P.E., PTOE, Vice President, Engineeering, Toxcel LLC

    Dr. Katz is Vice President of Engineering at Toxcel LLC and has nearly 19 years of experience in transportation safety, operations, and construction engineering and inspection. He is also an Associate Professor of Practice at Virginia Tech, where he teaches transportation engineering courses in the Civil and Environmental Engineering Department. He has supported the Federal Highway Administration on projects related to human factors, intersection safety, speed management, intersections, visibility, road safety audits, and others. He has led several speed management-related projects with a focus on countermeasure selection, signing, variable speed limits, and guideline development and is currently the Principal Investigator for a project to maintenances, updates, and technical assistance for USLIMITS2. He is on the Executive Board of the National Committee on Uniform Traffic Control Devices and serves as the Chair of the Research Technical Committee. In addition, he is an active member of the Transportation Research Board, serving on two technical committees, and is also an active member of the Institute of Transportation Engineers. He serves as a paper reviewer for Accident Analysis and Prevention, Traffic Injury Prevention, and for three volumes of the Transportation Research Record. He is known nationally for his safety research, especially in the area of traffic control device and safety evaluations.

  • Guan Xu, Office of Safety, FHWA Manager of Speed Management Program

    Guan has over 30 years experience in transportation profession. She has worked for government agencies (including FHWA, state DOTs, city government, and Metropolitan Planning Organization), and consultant firms in the fields of roadway design, operations, safety, and planning.

    She joined FHWA in 2003 to become a member of MUTCD Team in the Office of Transportation Operations, and then moved to the Office of Safety Design in 2005 to manage the Highway-Rail Grade Crossing (HRGX) program, and changed to Speed management program in 2009 and has been managing the speed management program since then.

  • Matthew Roe, National Association of City Transportation Officials (NACTO)

    Matthew is an urban transportation planner with a decade of experience in planning and implementing great streets. Matthew leads NACTO’s street design work in North America, serving as technical editor of the organization’s design guidance. He supports cities worldwide with design expertise, guiding cities through challenging projects that make streets safer and advance the state of design practice.
