    Richard Margiotta is a Principal with Cambridge Systematics. He has held positions at the University of Tennessee, Transportation Research Board, SAIC, and the Knoxville Metropolitan Planning Organization. His recent work has focused on measuring mobility and predicting travel time reliability, including projects for FHWA, NCHRP, and SHRP 2. He is currently providing support to FHWA on use of the NPMRDS and MAP-21 rulemaking. He received Ph.D. and M.S. degrees in Civil Engineering from the University of Tennessee and a Bachelors degree in biol­ogy from the State University of New York at Albany.
